Киевская городская государственная администрация (КГГА) получит от Министерства финансов Украины, и по отдельной статье бюджета 1,5 миллиарда гривен на строительство метро до Виноградаря, капитальный ремонт освещения - 700 миллионов грн, транспортную и инженерную инфраструктуру - 2,5 млрд грн. Впрочем, живых денег мать городов русских не дождётся - Киеву будут списывать долги. Деньги на строительство КГГА должна найти самостоятельно.

Шансы получить средства на строительство метро остаются у Харькова (28 млн грн) и Днепропетровска (580 млн грн).

Poroshenko regime to require $7.7bn to repay public debt

Reportedly, Ukraine is far from being the nation with the world's greatest debt. According to the World Bank, the Poroshenko regime will need some $7.7 billion (5.8% of GDP) in 2019 to repay public debt.

Experts say global debt hit a record $184 trillion in 2017, equivalent to over $86,000 per person that is more than double the average per capita income. The amount of worldwide public and private debt in 190 countries totals about 225% of gross domestic product. Borrowing is led by Japan, the United States and China.

Brian Maher of The Daily Reckoning notes that U.S. elected officials are colossal rogues who amassed a $21.6 trillion debt in full defiance of the thrifty American voter. It is also worth noting too that China has a larger and more powerful industrial and manufacturing based economy than the U.S., and China's potential domestic consumer market is four times larger than that of the U.S.

Согласно сообщениям СМИ, Украина - далеко не самый большой должник в мире. По данным МВФ, мировой долг в 2017 году достиг рекордных 184 триллионов долларов, что выходит в среднем по 86 тысяч долл. на человека, и более чем вдвое превышает средний доход на душу населения. Общий объём мирового государственного долга в 190 странах составляет около 225% валового внутреннего продукта.

Самыми крупными должниками являются США, Китай и Япония. По данным Всемирного банка, в 2019 году правительству Украины понадобится около 7,7 миллиарда долл. для погашения госдолга.

Most Ukrainians trust the dollar

Recent polls show that a large majority of the Ukrainian public trust the U.S. dollar. Specifically, 41% of Ukrainians think it is now most profitable and safe to keep their savings in dollars. Despite the fact that the majority of Ukrainians would prefer to keep their savings in foreign currency, only 15% of the respondents have conducted foreign exchange transactions over the last three months. Within the period under review the overwhelming majority (82%) of Ukrainians have not bought or sold foreign currency.

In the meantime, Russia is trying to wean itself off the greenback. Russia's central bank has ramped up its gold reserves in 2018 and sold U.S. Treasuries. Currently, plans are under way to execute more trade deals in rubles and other currencies, and tax incentives are being considered for the exporters that shun the dollar.

ПРАВИТЕЛЬСТВО ГРОЙСМАНА РАБОТАЕТ НЕЭФФЕКТИВНО

По мнению президента Украинского аналитического центра Александра Охрименко, главной проблемой экономики Украины является неэффективная работа правительства Гройсмана. Военные тендеры стали местом для "откатов и заносов", а сумма взяток по ним доходит до 75% стоимости тендера. Бессмысленное повышение цен на природный газ для населения привело к тому, что люди, близкие к власти и правительству Гройсмана, зарабатывают на монопольно высоких ценах на газ, в то время как долги граждан Украины за потребление "голубого топлива" растут до критического уровня.

Что касается долгов, то следует отметить, что за время работы предыдущего премьера Яценюка и нынешнего Гройсмана государственный долг вырос с 40% до 80% ВВП. При этом сейчас приходится погашать кредиты МВФ, которые набрал Яценюк, обещавший экономическое чудо.

Germany is the heaviest investor in Ukraine's economy

Data from the State Statistics Service show that foreign investment in the Ukraine's economy has reached a total of $31.974 billion as of October 1, which is $367 million more than last year. Over the course of nine months the heaviest investments in the amount of $141.8 million have come from Germany, followed by Britain ($103.5 million) and the Netherlands ($57.7 million).

Funnily enough, the annual target for investment determined by the Poroshenko regime has been ranging between $5 billion and $7 billion until 2014. However, the Ukraine's real potential for foreign direct investment is estimated at $15-20 billion that is out of the question today.

На Украине мобильные операторы начали использовать выгодную для себя фишку, заменив в тарифных планах месяц на четыре недели. В итоге получается, что абонентам приходится платить не 12 раз в год, а 13.

На хитрость мобильных операторов обратили внимание в Антимонопольном комитете Украины. Сейчас проводится расследование относительно того, что у некоторых мобильных операторов срок действия тарифного плана уменьшился с одного месяца до четырёх недель. За год от такого небольшого "сжатия" набегает лишний, 13 раз, его действия.

Недавно Государственная служба статистики опубликовала данные о количестве абонентов телефонной связи на Украине. Их оказалось на треть больше, чем всего взрослого дееспособного населения страны - 54,7 миллиона абонентов. Дело в том, что многие граждане Украины сейчас пользуются 2-3 мобильными номерами.

418 Ukrainian citizens fall victim to human trafficking

According to the Ministry of Social Policy of Ukraine, 418 people have fallen victim to human trafficking from 2014 through 2017, including 209 men, 169 women and 40 children. In particular, 256 people were trapped in forced labor, 87 trafficked into the sex industry, 42 involved in begging, 17 forced into committing criminal activities, and certain customers schemed removal of organs from six citizens of Ukraine. Reportedly, Ukrainian victims of human trafficking were exploited in this country, Russia, Poland, Turkey, Germany, Israel, Greece and the United Arab Emirates.

Ukraine needs to wean itself off IMF loans

According to TeleTrade Group chief analyst Petr Pushkarev, to promote Ukraine's GDP growth, it is necessary to throw off the yoke of the IMF (or International Monetary Fiasco, as the joke has it). Taking account of Russia's experience after the 1998 financial crisis, the analyst does not rule out the worst-case default scenario acknowledging a failure to pay debts, which may be more useful for this country than their further accumulation. Anyway, Kiev will have to declare insolvency.

Many experts deem it more expedient to relieve the debt burden rather than continue bearing this load. Mr. Pushkarev asserts that this will not deter new real investors from pumping money into Ukraine: not those who grant loans with political and economic strings attached, but others who are ready to invest in joint ventures, taking advantage of the nation's cheap yet skilled workforce and favorable geographical location of this country. Business people are not particularly scared by the default, they would still come to Ukraine provided the government pursues a policy of creating a healthy business environment. The rescue of the Ukrainian economy involves incorporation in the modern chains of creating value and technology-intensive products that are not merely designed for domestic consumption, but also with emphasis on export.

По данным Министерства социальной политики Украины, за период 2014-2017 годов жертвами торговли людьми стали 418 человек, из них 209 мужчин, 169 женщин и 40 детей. В частности, 256 человек стали жертвами трудовой эксплуатации, 87 попали в сексуальное рабство, 42 - задействованы в попрошайничестве, 17 - использованы в криминальной деятельности, а у шести заказчики планировали изъятие органов. Украинские жертвы торговли людьми эксплуатировались на Украине, в России, Польше, Турции, Германии, Израиле, Греции и Объединённых Арабских Эмиратах.

Ukrainians hold high levels of distrust of mass media

According to experts' estimates, given that the broadcast media are not simple to check, only 8% of Ukrainian citizens trust them implicitly. Traditionally Ukrainians hold high levels of distrust of expert opinion, as almost half the respondents (44%) prefer to draw their own conclusions about the political and economic situation in this country.

At the same time, Ukrainians say they are watching less such news on TV than they used to last year (53% of the pollees this year, compared with 58% in 2017), whereas they increasingly use the internet (42% in 2018 versus 30% in 2017).

Kiev intends to focus on wind projects in Chernobyl

Ukraine's government has supported the proposal made by the Ministry of Ecology and Natural Resources to develop Chernobyl's exclusion zone as a territory for changes and innovations. In particular, Kiev took the course of applying wind-power technologies in Chernobyl.

Importantly, the area still has the infrastructure required for delivering large amounts of energy because transmission lines from the old nuclear reactor remain in place. Also, the area still has personnel with training in generating and distributing electricity.

According to ecology minister Ostap Semerak, the Chernobyl zone has a high level of investment attractiveness. This fact is proved by investors from Denmark, China, Germany, France and Byelorussia, among others. More than 60 applications for the allocation of land parcels in the exclusion zone to implement renewable energy projects have been submitted over the course of two years.

Delegation of S. Korean flagship university visits KPI

Lee Yang Goo, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Ukraine, and representatives of the Gyeongsang National University (GNU) visited the Kiev Polytechnic Institute named for Igor Sikorsky (KPI) on November 23. Specifically, the GNU delegation included Prof. Soon-Ki Kwon, ex-president of this university, Prof. Hyeon Te Kim of the Smart Farm Research Center, and staff member Kwak Sooryun.

The visit of the Korean guests began with a tour of the KPI campus and the State Polytechnic Museum. Afterwards they met with Yuri Yakimenko, KPI First Vice-Rector and member of the National Academy of Sciences of Ukraine (NASU); Sergey Sidorenko, Vice-Rector for International Affairs and NASU corresponding member; Igor Litvinov, Deputy Vice-Rector for Science; and Andrei Shisholin, Head of the Foreign Economic Activity Office; among others.

The participants in the meeting discussed the expansion of cooperation in the realm of new materials, nanotechnologies, smart-technologies, IT, etc. At the end of the meeting, the participants reached an understanding to draft the framework agreement that would outline the items and areas of possible joint projects.

GNU is the flagship university of South Korea, consisting of 14 colleges and eight graduate schools with some 25,000 students across three campuses, including 1,000 international students. In 2016, GNU was recognized as the most innovative university in South Korea.

УКРАИНЕ НУЖНО СЛЕЗТЬ С "ИГЛЫ" МВФ

По мнению Петра Пушкарёва, шефа-аналитика группы компаний TeleTrade, чтобы ускорить рост ВВП Украины, нужно слезть с "иглы" МВФ. Учитывая опыт России после 1998 года, аналитик не исключает, что даже сценарий дефолта с признанием невозможности платить по долгам может оказаться для страны полезнее, чем дальнейшее их накопление. Всё равно придётся расписаться в неплатёжеспособности.

Многие эксперты считают, что правильнее сбросить это бремя, а не тянуть лямку. Пётр Пушкарёв утверждает, что это не оттолкнёт от Украины новых настоящих инвесторов: не тех, кто даёт в долг, "помогая" кредитами, а других, кто готов вкладываться в совместные предприятия, используя преимущества дешёвой, но квалифицированной украинской рабочей силы и выгодное географическое положение страны. Предпринимателей дефолтом особо не напугаешь, они всё равно сюда потянутся, если правительство Украины будет вести политику по созданию комфортной бизнес-среды. Спасение украинской экономики в том, чтобы встраиваться в современные цепочки создания стоимости, производства технологичной продукции не просто для внутреннего потребления, а и с прицелом на экспорт.

ДЕЛЕГАЦИЯ КОРЕЙСКОГО УНИВЕРСИТЕТА КЁНСАН ПОСЕТИЛА КПИ

23 ноября Киевский политехнический институт имени Игоря Сикорского (КПИ) посетили Чрезвычайный и Полномочный Посол Республики Корея в Украине Ли Янг Гу и представители Национального университета Кёнсан (Gyeongsang National University) профессор, экс-ректор этого вуза Сун-Ки Квон, профессор Хьон Те Ким и сотрудница университета Квак Сурион.

Визит главы дипломатического представительства Республики Корея в Украине и представителей одного из самых известных университетов этой страны начался с ознакомительной экскурсии по КПИ и посещения Государственного политехнического музея. После этого с гостями встретились первый проректор университета академик Национальной академии наук Украины Юрий Якименко, проректор член-корреспондент НАН Украины Сергей Сидоренко, заместитель проректора по научной работе Игорь Литвинов, начальник отдела внешнеэкономической деятельности Андрей Шишолин и другие.

Национальный университет Кёнсан является одним из лидеров высшего образования Южной Кореи. В нём открыто 14 колледжей и восемь высших школ. Здесь учатся 25 тысяч студентов, в том числе тысяча иностранцев. В 2016 году он был признан лучшим инновационным университетом страны.

Участники встречи обсудили вопросы развёртывания сотрудничества в области новых материалов, нанотехнологий, smart-технологий, IT и т.д.

В заключение была достигнута договорённость о подготовке рамочного соглашения, в котором будут нормированы вопросы и направления дальнейшей совместной работы.

KPI administration meets innovative players from U.S., China

Representatives of the administration of the Kiev Polytechnic Institute (KPI) named for Igor Sikorsky and its several subdivisions met with the delegation of innovative players from the United States and China on November 8.

The delegation included Victor Korsun and Douglas Graham, U.S. founders of the Ideation Innovation Management Platform; Rosana Wong, executive director of Hong Kong based Yau Lee Holdings Limited; Yau Lee representative Tony Leung; and Professor Wong. As far as the KPI representatives are concerned, Rector Mikhail Zgurovsky; Mikhail Ilchenko, Vice-Rector for Research; Konstantin Yefremov, director of the World Data Center for Geoinformatics and Sustainable Development; and Sergey Pukha, chief designer of the design bureau Storm; among others, took part in the meeting.

The participants in the meeting discussed the establishment of joint laboratories on the basis of the university, which would focus on the areas of common interest. In particular, the potential areas of interest could be the space technologies of monitoring the Earth's surface, and sustainable development projects involving smart mobility. Therefore, the guests heard the presentations of a program for building and orbiting KPI nanosatellites; the project of forming a grouping of microsatellites for Earth remote sensing; as well as projects implemented by the World Data Center, including scientific foresight studies. In addition, the delegation got an insight into the set-up and activities of the innovation ecosystem Sikorsky Challenge, and about the project of planning the Polyteco Science City.

At the end of the meeting, its participants touched upon some questions concerning the organization of the work of joint laboratories and agreed to prepare concrete proposals for their establishment.

Lion's share of dried vegetables exported from Ukraine to Poland, Montenegro

Data from the State Fiscal Service show that Ukraine has exported 73 tons of dried vegetables from January through September, compared with only 40 tons in the same period last year. In money terms the exports amounted to $552,000 during the period under review versus $369,000 in January-September 2017. The lion's share of dried vegetables produced in Ukraine is exported to Poland (44.6%), Montenegro (19.8%) and Italy (9.2%).

Share of food waste in total export from Ukraine makes up 2.6%

Reportedly, Ukraine is actively exporting food waste. According to the State Statistics Service, the food waste has accounted for 2.6% of total exports from January through May.

The geography of this export stretches from India and Turkey to Italy and Spain. In particular, Ukraine exports sunflower oilcakes, bones and by-products from the meat industry, buttermilk and whey from dairies. Foreign partners use this food waste to produce animal feed, recycle it in the food industry, fertilize fields, as well as utilize it in the chemical and pharmaceutical industries.

ГРАЖДАНЕ ВЫЯВИЛИ ОКОЛО 5 ТЫС. СТИХИЙНЫХ СВАЛОК НА УКРАИНЕ

Как сообщил Остап Семерак, министр экологии и природных ресурсов Украины, за два года на электронную карту свалок, которую ведомство запустило в сентябре 2016 года, граждане прислали около пяти тысяч сообщений о выявленных стихийных свалках. Больше всего их поступило из Киевской (1,125 тыс.), Харьковской (380) и Днепропетровской (350) областей.

В результате местными властями было убрано около половины свалок, а более тысячи заявок находятся на стадии выполнения. Кроме того, в 700 случаях выполнение просрочено, но оно на контроле, и примерно одна тысяча заявок проверяется. При этом электронная карта свалок постоянно обновляется.

Добавить информацию может любой гражданин Украины. Для этого достаточно:

- скачать мобильное приложение "Экомапа" с функцией онлайн-оповещений об обнаруженных свалках;

- сфотографировать обнаруженную свалку;

- отправить фото через приложение "Экомапа" с указанием местонахождения стихийной свалки.

Removing debt noose may be good news for Ukrainians but...

According to economic expert Andrei Blinov, Ukraine cannot avoid a currency crisis. However, it is possible to stem 50-100% devaluation of the grivna, as is the case in some countries with often-in-trouble currencies such as the lira and the peso. The grivna's depreciation compounds the problem, leading inflation to sky-rocket.

Mr. Blinov believes it is necessary to prevent the growth of the budget deficit and extend gradually the public debt maturity, and only in this way would it be possible to remove a tight noose from around the neck of Ukrainians in terms of the debt.

In addition, much depends on the export situation. So far, Ukraine has a favorable balance of foreign trade in its products. The export receipts of Ukrainian goods increase by more than 11% this year.

However, how bad things will get in Ukraine is a subject of uncertainty.

8 ноября представители руководства Киевского политехнического института (КПИ) имени Игоря Сикорского и нескольких его подразделений встретились с делегацией представителей инновационных структур из США и КНР.

Со стороны гостей во встрече приняли участие основатели "Ideation Innovation Management Platform" Виктор Корсун и Дуглас Грэм (США), исполнительный директор компании «Yau Lee» Росана Вонг (КНР, Гонконг), представитель компании «Yau Lee» Тони Леунг и профессор Вонг. Со стороны КПИ - ректор Михаил Згуровский, проректор по научной работе Михаил Ильченко, директор Мирового центра данных по геоинформатике и устойчивому развитию Константин Ефремов, главный конструктор конструкторского бюро «Шторм» Сергей Пуха и другие.

Участники встречи обсудили вопросы создания на базе университета совместных лабораторий, которые будут работать по интересным для обеих сторон направлениям. Точками соприкосновения здесь стали космические технологии мониторинга земной поверхности, проекты в области устойчивого развития, в том числе в таком новом направлении, как «smart mobility» («разумной мобильности») и другие. Поэтому гостям были представлены презентации программы создания и вывода на орбиту наноспутников КПИ; проекта создания космической группировки микроспутников для дистанционного зондирования Земли; проектов, реализуемых в Мировом центре данных, в том числе и исследований в области научного предвидения - Форсайта. Кроме того, гостям была предоставлена информация о структуре и деятельности Инновационной экосистемы «Sikorsky Challenge» и о проекте создания «Политеко Сайенс Сити».

В заключение участники встречи затронули некоторые вопросы по организации работы совместных лабораторий и договорились подготовить конкретные предложения относительно их создания.

President Poroshenko's performance disapproved by 76% of Ukrainians

Data from the Democratic Initiatives Foundation and the Razumkov Center show that a large majority of the Ukrainian public distrust the Poroshenko regime.

In recent opinion polls only 2% and 1% of Ukraine's citizens trust the Groisman government and the Supreme Council respectively. According to data from the center of social research Sofia, 76% of respondents disapprove of the way Poroshenko is handling his job as president.

Most Ukrainians believe politics these days are nothing but skullduggery in this country. At the same time, some analysts think Ukrainian politicians are like field marshals facing defeat. They refuse to admit they might have been wrong.

Clean Water Lab opens at KPI, supported by Government of Turkey

The Government of Turkey and the Cabinet of Ministers of Ukraine signed the Agreement on Technical and Financial Cooperation in 2002.

The Turkish Cooperation and Coordination Agency (TIKA) under the Cabinet of Turkey acts as representative of the Government of Turkey in Ukraine to implement the provisions of this Agreement through programs and projects funded by Ankara.

The TIKA has already provided the Kiev Polytechnic Institute (KPI) named for Igor Sikorsky with several projects. The Clean Water Laboratory was inaugurated at the Chemical Engineering Department on October 24 within the framework of the one of them. It was the TIKA project that enabled renovation and outfitting of the lab with the latest equipment.

During the inauguration of the Clean Water Laboratory, Haсi Bayram Bolat, TIKA Project Coordinator in Ukraine, thanked the Igor Sikorsky KPI administration for synergy, and expressed his hope for further constructive and fruitful cooperation. In fact, plans are in hand to implement new joint projects in the realm of education and scientific innovation, including human dimension projects.

For instance, TIKA draws up the new project that is important to Igor Sikorsky KPI because it is intended for the architectural and artistic renovation of the Academic Council Hall.

33 projects win Sikorsky Challenge contest

The Culture and Arts Center at the Kiev Polytechnic Institute named for Igor Sikorsky was the venue for the closing ceremony of the seventh festival Sikorsky Challenge on October 19. The chairmen of the jury for the tech startup contest Sikorsky Challenge and the contest POLYTECO Ukraine'2018/2019 announced winners and, together with the representatives of investors, presented awards and gifts to the authors of the best projects.

Over the course of seven years of the festival, a certain award tradition has developed. At first, the winners of the startup contest, which gave its name to the festival, would take the stage, followed by the youngest participants who won the contest among schoolchildren, namely POLYTECO Ukraine'2018/2019. They are joined by jurors, and the representatives of foundations and companies who have decided to support the best projects and their authors.

This time, the organizers and members of the International Expert Jury for the startup contest were the first to take the stage. Of 155 startup projects submitted to this contest in 2018, 55 competed in the finals. Ultimately 33 projects won the competition and some of their authors signed memorandums with potential investors, some received awards from the International Expert Jury or the partners of the innovation ecosystem Sikorsky Challenge.

Ukraine isn't magnet for FDI

According to analyst Aleksey Kusch, today Ukraine attracts foreign direct investment (FDI) to the tune of $2-2.5 billion a year. With the deduction of the recapitalization of Russian banks from this measly amount, it turns out to be less than $2 billion.

Kiev raises poaching fines for elk

Recently, the government of Ukraine has introduced new fines for killing elks entered in the IUCN Red List of Threatened Species last year. Henceforth poachers will have to pay 130,000 grivnas for one killed ruminant. Moreover, the government ordinance on an increase in the fines covers not only elks, but also other animals entered in the Red List.

The fines imposed in 2017 were more modest: between 20,000 and 80,000 grn for killing an elk and bison, and up to 40,000 grn for poaching a wild horse.

Animal-rights activists claim that the elk population numbers no more than 6,000 in Ukrainian forests today, compared with about 15,000 in the early 1990s.

Ukraine immersed in massive debt

Recently, the Ministry of Finance of Ukraine has published the disastrous amount of compulsory payments on a huge national debt. In particular, Kiev will have to pay 3.069 trillion grivnas from this year to 2025, including 1.948 trillion and 1.121 trillion grn worth of debt repayment and debt service respectively.

In the first half of this year, the Ministry of Finance paid only 104.725 billion grn in settlement of the enormous national debt. In addition, Ukraine paid the IMF $606.8 million in August as debt servicing.

KPI designers of nanosatellites meet with delegation of Polish Space Agency

Representatives of the Department of Science and Innovation at the Igor Sikorsky Kiev Polytechnic Institute (KPI) and researchers working on the implementation of the University’s Space Program met with representatives of the Polish Space Agency on October 10.

Led by Grzegorz Brona, President of the Polish Space Agency, the delegation included Prof. Krzysztof Wesolowski and Rafal Krenz of the Poznan University of Technology (PUT), among others. In addition, the Polish delegation was accompanied by Oleg Kazanishchev, first secretary of the Embassy of Ukraine in the Republic of Poland, and Galina Tsymbal, chief specialist of the Division of International Projects Management at the International Relations Department under the State Space Agency of Ukraine.

As far as KPI participants are concerned, Yuri Sidorenko and Igor Litvinov, deputy vice-rectors for science, Boris Rassamakin, head of the Laboratory of Nanosatellite Technology, Sergey Pukha, chief engineer of the special design bureau Storm, Prof. Sergey Shukayev, head of the International Projects Office of the International Collaboration Department, and others took part in the meeting with the representatives of the Polish space industry.

The participants in the meeting considered some purely technical questions concerning space technology developed at Igor Sikorsky KPI and possibilities for expanding cooperation.

Yevgeni Kovalenko, member of the KPI nanosatellite development, provided the guests with input about the work on these space vehicles and characteristics of those that are already in near-earth orbit as well as those that are being designed and built. In particular, discussions at the meeting focused on the PolyITAN-3-PUT nanosatellite, which is being created in conjunction with the Poznan University of Technology (this is evidenced by the abbreviation for the Polish university used in the name of the new nanosatellite). This vehicle is designed for Earth remote sensing. PUT representatives Krzysztof Wesolowski and Rafal Krenz outlined engineering developments and proposals in terms of its systems and design stages.

Great interest was expressed in the presentation of the KPI concept to form a grouping of microsatellites for Earth remote sensing, which Sergey Pukha showcased at the meeting. This grouping is supposed to consist of six microsatellites weighing up to 100 kilograms, capable of carrying much more payload than nanosatellites (the mass of nanosatellites cannot exceed 10 kg). Compared with their existing counterparts, the microsatellites developed by KPI experts will have several considerable differences, capable of performing a wider range of tasks, especially when operating as a part of the grouping.

SPF plans to receive 17.1 billion grn from sale of state assets

This year the government of Ukraine planned to receive 21.3 billion grivnas from the sale of state assets. Of this sum, however, the State Property Fund (SPF) has steered only 50 million grn worth of privatization revenue to the national budget, which accounted for about 0.2% of the plan.

According to acting SPF chairman Vitaly Trubarov, the problem to sell state-owned property in 2018 can be explained by the fact that the Supreme Council, Ukraine's parliament, has long been procrastinating on a new bill of privatization. Notwithstanding the document was ready for adoption as recently as last year, the new law has taken effect from May 2018 only. For this reason, the SPF failed to sell any “serious” state property.

Mr. Trubarov believes nothing can get in the way of selling state assets in the amount of some 17.1 billion grn next year.

Russia is top supplier of wheat

According to experts' estimates, among major players on the global wheat market in the 2017-18 season have been Russia (23% of total wheat exports), the United States (14%), the European Union (13%) and Canada (12%). Ukraine ranks fifth globally with 10% share. At the same time, Ukraine is the fourth largest supplier (13%) in the global corn market while the top three positions are shared by the U.S. (42%), Argentina (16%) and Brazil (16%).

Exact sciences aren't popular with Ukrainian entrants

This year the largest number of applications for admission to Ukraine's higher educational institutions was submitted by entrants into such "popular" professions as philology, law, management, tourism, computer science and software engineering. At the same time, the exact sciences like physics, chemistry and mathematics had few entrants.

According to experts, as a result of this imbalance, most philology, management and law graduates may well face serious difficulties in finding jobs in their own profession. To increase their chances in the labor market, citizens of Ukraine can receive further education, whereas 68% of them are not very keen to do so yet.

Russian, Ukrainian banks offer high deposit rates

The most profitable deposits are offered in the CIS countries, particularly Russia and Byelorussia, as well as in Ukraine, where domestic and foreign currency deposit rates account for 12-18% and 8-12% per annum respectively. These are followed by high deposit rates in Iran, Vietnam, Mongolia and Argentina. Although foreign currency deposit rates are constantly changing in these countries, they remain persistently high, making up about 10-12%.

Assessing the dynamics of deposit rates and comparing it with the current state of the country's economy, some financial analysts found that colossally high rates are often observed before a crisis. For example, it happened in Ukraine at the end of 2012, and households could deposit their money with banks at the 27% and 15% annual interest rates in grivnas and dollars respectively.

In fact, the grivna fell 40% at the start of 2014 and this collapse shocked the financial system. It was like being a passenger on a plane that was crashing, but you had no way out of the plane.

By comparison, deposit interest rates in the United States, Canada and the United Kingdom are 1.05%, 2% and 1-2% respectively. As a rule, 3% is the interest rate ceiling for all banks in the U.S. and developed countries of Western Europe where the deposit is seen not as a means of enrichment, but the most available method of safekeeping cash. At the same time, Serbia's banks offer the highest deposit rates in Europe reaching 10%.

Not surprisingly, rich Europeans keep money in banks, despite the low rates. This is the reliable method because many financial institutions have been operating there for over 150 years.

A7 CONFERENCES anchors its hopes of green energy investment

EnergyCruise'18: EnergyInvestNight, organized by A7 CONFERENCES, took place on the Rosa Victoria liner in Kiev on September 14. The main purpose of the event was to attract funding for energy projects of Ukrainian companies.

The pressing issues of the energy sector were covered at Energycruise: recent legislative initiatives, their impact on the investment climate in Ukraine, and the financial capabilities of the energy sector. The event was held under the Chatham House Rule that provides for anonymity while experts were free to share their thoughts.

According to A7 CAPITAL president Maria Barabash, EnergyInvestNight has become a platform to exchange views among the leaders of the energy sector of Ukraine and the first forum within Ukrainian Energy Week'18, which will be held at the sports complex Olimpiyskiy on November 19-21.

Sergey Savchuk, chairman of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), spoke on the state of development of renewable energy, legislative initiatives and prospects for investing in this area. He said: "Today Ukraine has a renewable energy market that is further confirmed by more than 1.1 billion euros worth of green investments attracted over the last three years. At the same time, new investors, particularly from Norway, Turkey and China, continue to enter this sector. Now is the time to make the production of clean energy more sustainable and cheaper. Therefore, in consideration of world practice Ukraine introduces the system of auctions."

Ukraine's intentions to go over to holding auctions are also supported by such reputable international organizations as IRENA and the EBRD. The main concept involves the introduction of auctions starting 2020 with a 20-year maintenance period designed for solar farms and windfarms whose capacities do not exceed 10 and 20 megawatts respectively.

Konstantin Gura, advisor to the SAEE chairman, told about sources of financing green projects: "Thanks to close cooperation of the Ministry for Foreign Affairs of Finland, NEFCO and SAEE, the Finland-Ukraine Trust Fund was established. The key objective of the Fund is to help both municipalities and developers make a feasibility study for energy efficiency and clean energy projects."

Half Ukrainian labor migrants work in Russia

Unofficial data shows that eight million people have gone abroad since Ukraine's independence. About half the labor migrants work in Russia, 1.2 million in Canada and Poland, 940,000 in the United States, 500,000 in Brazil, 231,000 in Italy, and 230,000 in Germany.

Some of them are illicitly working without a permit, therefore it is difficult to determine their status. Some Ukrainians leave this country forever. Last year alone 22,000 people fled Ukraine.

ДЕНЬ ЯПОНИИ ПРОШЁЛ В КПИ

7 сентября в Киевском политехническом институте имени Игоря Сикорского царил дух Страны Восходящего Солнца. В Научно-технической библиотеке, в Государственном политехническом музее и на Площади знаний университета - с утра и до самого вечера, проходили мероприятия, посвящённые самым разнообразным явлениям традиционной и современной японской культуры.

День Японии университет ждал целых пять лет. Впервые такой день был организован в 2014 году во Львове, затем он прошёл в Одессе, Днепропетровске и Виннице. И вот наконец очередь дошла и до Киева. Правда, нельзя утверждать, что все эти пять лет Киевская политехника была вообще лишена возможности знакомиться, изучать и участвовать в научно-интеллектуальных и художественных достижениях дальневосточной страны. Ведь именно здесь находится главный на Украине центр развития культурного сотрудничества и взаимопонимания между народами Украины и Японии. Он так и называется - Украинско-Японский центр КПИ им. Игоря Сикорского и на протяжении всех лет существования проводит огромную работу, а также в тесном сотрудничестве с Посольством Японии организует множество различных мероприятий, направленных на углубление отношений между двумя странами.

Украинско-Японский центр КПИ выступил главным организатором Дня Японии.

«Отношения между Японией и Украиной очень хорошие, между нашими странами есть тесная связь. Я думаю, что связи в политической и других сферах будут развиваться и в дальнейшем. Игоря Сикорского Чрезвычайный и Полномочный Посол Японии в Украине Шигэки Суми. - Поэтому очень важно проводить такие мероприятия. Прошлый год был Годом Японии на Украине, и он дал очень мощный старт дальнейшему развитию наших отношений, развитием которых стал и нынешний День Японии».

В этом году в программу Дня Японии вошли выставка медиа-искусств молодой, но уже известной художницы и фотографа Канакава Маюко; фотовыставка японского и украинского фотохудожников Хироши Танака и Ольги Хоменко «Украина и Япония: встречи»; выставка кимоно; мастер-класс по осибана (создание картин из природных материалов - листьев, цветов, пуха, чешуи и т.д.); занятия по японской каллиграфии; мастер-классы по искусству аранжировки цветов икебана, игры в го и многое другое.

В Государственном политехническом музее при КПИ открылась выставка Японского фонда «100 предметов современного японского дизайна». В университетском арт-пространстве «Колизей» проходила демонстрация японской чайной церемонии при поддержке чайной школы Урасэнкэ. Там же любители восточной музыки смогли послушать магические звуки японской бамбуковой флейты и шякухачи: перед ними выступил известный мастер Ан Рэи.

Ещё одно место, где посетители смогли удовлетворить свой интерес к Японии, - университетская Аллея сакур. Там можно было увидеть экспонаты выставки макетов известных сооружений Японии и скульптуры Стаса Кадочникова. Сама Аллея сакур в некоторой степени представляет собой артобъект, обаяние которого можно полностью оценить весной. Кстати, её деревца - это дар Посольства Японии университету в Год Японии на Украине.

Основным местом этого своеобразного фестиваля японской культуры, бесспорно, стала Площадь знаний. Несмотря на небольшой дождь, который чуть было не испортил начало праздника, здесь желающие приобщились к японским традициям. Они имели возможность осмотреть выставку бонсай - миниатюрных деревьев в горшках, которые могут расти несколько десятков лет, и рассмотреть японские доспехи; увидеть косплей-шоу, танцы бон и показательные выступления мастеров японских боевых искусств - борьбы сумо, кенджюцу, айкидо, кендо и даже традиционной стрельбы из лука кюдо, научиться готовить роллы на мастер-классе от ресторана «Мураками».

Завершились мероприятия Дня Японии концертом группы барабанщиков DENKYO Taiko и демонстрацией фильма «Спасибо» - художественно-документальной ленты об Украине глазами японца.

Возможность окунуться в культурную атмосферу Страны Восходящего Солнца желающие смогли, также посетив выставки фотографии и медиа-искусств, мастер-класс по икебане, лекцию Елены Капрановой «Магия японской осени». 8 сентября состоялась беседа «Японский импрессионизм», которую провела искусствовед и популярная писательница Анна Владимирская.

14.3 million foreigners visited Ukraine last year

According to calculations, 14.3 million foreigners visited Ukraine last year. In particular, 88,900 people came to this country to do business and 38,600 made a visit to Ukraine as tourists.

During last year 13.7 million foreign citizens made private trips to Ukraine, 4,500 and 2,600 came here to study and find work respectively. Moldavia (4.4m), Byelorussia (2.7m), Russia (1.5m), Poland (1.14m) and Hungary (1.06m) were the top five countries of residence for international travellers visiting Ukraine last year.

Finland to allocate EUR6 million for Ukrainian school reform

Reportedly, the governments of Ukraine and Finland signed an agreement on Finland's support for Ukrainian school reform. In accordance with this document the Finnish signatory will allocate six million euros for the reform.

Additionally, Finnish professionals will help Ukrainian teachers master new training standards for a period of four years, as well as promote an education and learning environment.

According to education minister Lilia Grinevich, the signed agreement provides that Finnish partners should support those areas in which Finland is highly successful. Regarding their own education reform, the Finns relied on a teacher that produced phenomenal results, as Finland's comprehensive school system is one of the most successful in the world.

Monument to Confucius unveiled at KPI

The remarkable event, namely the inauguration of a monument to Confucius, outstanding Chinese philosopher, teacher and political theorist who lived in the VI-V centuries BC, was held at Igor Sikorsky Kiev Polytechnic Institute (KPI) on August 31. Mikhail Zgurovsky, Rector of Igor Sikorsky KPI, Du Wei, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Ukraine, and other honorary guests took part in the opening ceremony of the monument to Confucius.

The authors of the bronze statue are Ukrainian sculptors Nikolai Znoba and Veronika Diriv. The statue was erected on the Square of Knowledge, facing building No. 7 that houses departments of philosophy and sociology. No other place can be so symbolically designed to teach. Confucius put the greatest emphasis on the importance of the training of the noble and wise man. That is why his words "He who learns but does not think, is lost! He who thinks but does not learn is in great danger" are carved into the pedestal of the monument.

To mark fruitful cooperation of China with Igor Sikorsky KPI, the Embassy of the People's Republic of China in Ukraine presented the University with the monument to Confucius.

Speaking at the unveiling of the monument, Ambassador Du Wei commended highly the significance of KPI's activities not only in Ukraine but also other countries. "I am very honored to be invited to today's inauguration of the monument to Confucius," he said. "For over two years since my appointment, I have often participated in such events, witnessed with my own eyes how Chinese culture gradually enters into Ukraine and personally felt how hearts of the peoples of the two countries are coming closer together day by day."

"Love and respect of the Ukrainian people for Confucius is not accidental. Be it the spirit of humanism - "Do not do to others what you do not want done to yourself" or the concept of acquiring knowledge - "Walking among three people, I find my teacher among them" or a path to hospitality - "When you have friends coming from afar, isn't that a great pleasure" - all this is the quintessence of Confucianism, which is reflected in the history, culture and value system of our two nations. Therefore, I once said that China is the Asian Ukraine, and Ukraine is the European China.

"I am grateful to Nikolai Znoba for creating such a realistic sculpture and even more grateful to the Kiev Polytechnic Institute for allotting a wonderful place for it. Igor Sikorsky KPI is the world-renowned education institution. For 120 years since its foundation, the University has trained a large number of professionals working in all corners of the world. Students from China have also been studying and are currently studying at the University. In recent years Igor Sikorsky KPI has been closely cooperating with Chinese research institutions and enterprises. I wish the University great achievements, and I wish that bilateral cooperation will continue to thrive," the ambassador stressed.

The expansion of cooperation with Chinese scientific circles is one of the development priorities of international collaboration, which are determined by Igor Sikorsky KPI.

Podolsky bridge is nearing completion

Reportedly, the availability of the Kiev-based Podolsky bridge across the Dnieper River accounts for more than 80%, whereas the municipal administration estimates it at 65%.

As expected, workers will connect all the joints of the arch and hang the bridge by cables by this year-end. Large-scale work will be done on the Rybalsky peninsula, where between 150 and 230 bridgebuilders will work in two shifts.

Plans are in hand to complete the installation of reinforcing structures of the bridge next year, as well as to weld the joints of the arch and disassemble temporary supports. Experts say that although these supports look "somewhat fatigued" and rusty, they are strong enough and 100% failure-proof. Currently, professionals of the Paton Electric Welding Institute are monitoring their condition.

Monsters, mutants may emerge in polluted Dnieper

According to Alexander Chistyakov, head of the Association of Fishermen of Ukraine, the marine needlefish and small jellyfish have recently inhabited pools along the Dnieper River. This is the extraordinary anomaly because the marine species that can survive in only saltwater have moved into freshwater.

Not only thoughtless human activity does lead to the pollution of rivers, but freshwater turns increasingly salty in the Dnieper. Therefore, the inhabitants of the sea move there.

Alexander Chistyakov believes that as a consequence of chemical contamination of rivers, all sorts of monsters and mutants may soon crop up in Ukrainian reservoirs. More importantly, however, polluted rivers and lakes pose public health threats.

В "Киевстар" лживо сообщают, что услуги по всем тарифам предоплаченной связи предоставляются сроком на четыре недели. Vodafone перевёл на четырёхнедельный срок действия линейку тарифов SuperNet и Unlim 3G.

Если раньше потребители оплачивали пакет услуг оператора 12 раз за год, то теперь оплатят 13 раз и ещё за один день. В результате, при тех же самых ценах абонентам придётся платить больше на 7,9%.

In Ukraine, 80% of organic food is fake produce

According to experts at Ukraine's agricultural market, the greater part of the so-called organic products is not really being organic. Despite the fact that these products have all the necessary certificates, organic-labeled food is actually farmed with microfertilizers and chemical agents for plant protection. As a result, about 80% of Ukrainian organics is fake produce.

Today there are many "consultants" in the organics industry, who "teach" how and when to apply the chemicals lest mandatory laboratory testing should find that the so-called organic food contains pesticide residue.

Gleb Lukyanenko, director of the company Agroecology based in the Poltava region, says the shady business of the so-called "black organics consultants" diminishes the value of the results of honest organic producers. This would entail a reduction in the market prices of real organic food, and financial losses. Small wonder that the organic agricultural land area is decreasing in Ukraine.

Около 5,5 млн грн получил депутат Олесь Довгий от "иностранного гражданина" Бабушкиной Марии "возмещение за отказ заключать договор купли-продажи".

Глава оборонного комитета Верховного Совета Украины Сергей Пашинский в августе купил "комплект подвесного двигателя" для лодки за 206,7 тыс. грн.

В соответствии с декларацией об имуществе и доходах за минувшие годы, президент Пётр Порошенко владел домом в Козине площадью 1,3 тыс. квадратных метров единолично. Его стоимость в декабре 2012 года оценивалась в 30 млн грн. Кроме того, Порошенко владел двумя земельными участками в населённом пункте совокупной площадью порядка 34 тыс. кв. м.

Ukrainian education in great demand among citizens of Morocco, India

According to the Ministry of Education and Science of Ukraine, a total of 25,263 international students have received a formal invitation to study in this country from January through July. There is the greatest demand for Ukrainian education among the Moroccan citizens, who received 4,254 invitations, followed by the citizens of India and Nigeria with 3,210 and 1,987 invitations respectively. Overall, more than 65,000 international students study at Ukrainian higher education institutions today.

Kiev, Odessa region recognized as top destinations for Blue Flags in Ukraine

This year 14 Ukrainian beaches were awarded the Blue Flag status, which is given to the beaches that comply with a number of criteria, including water quality, environmental management, safety and services. In particular, seven of them are located in Kiev and its environs, and five in the seaport of Odessa and the Odessa region. By comparison, 10 Ukrainian beaches received the voluntary eco-labels last year.

According to Modest Aleev, coordinator of the Blue Flag program in Ukraine, Odessa and the region consolidated their leading position as the top destination for the flags in this country. Kiev has made a breakthrough in receiving the flags since last year.

Mr. Aleev believes the number of Blue Flags in this country will increase year by year. Today many citizens of Ukraine are concerned about ecological care, as well as about the sanitation of their cities, towns and villages, including rivers and lakes.

Overall, the Blue Flags are fluttering over 4,500 beaches the world over this year. Spain remains the top destination for the flags in Europe with 579 with Greece (466) and Turkey (435) in second and third place respectively.

Kosovo seen as Europe's largest transit route for Afghan heroin

According to Serbian journalist Lazar Pasic, today Kosovo is the largest transit route for Afghan heroin in Europe. The revenue of drug cartels averages three billion euros per year.

This illegal business involves all - Kosovo politicians, military-security establishment and even transportation companies, as passenger buses are mainly used to move illegal drugs. It is important to note that the European Union and the United States are making no effort to investigate the drug trafficking problem.

Therefore, to reduce the risks of the collapse of a power grid, automatic emergency control devices (AECD) are installed. The AECD reduce electric power consumption by cutting off a certain group of consumers from the electricity supply. This process of selective electricity cuts is called the under-frequency load shedding (UFLS).

The AECD are conventional UFLS relays that have a set point. For instance, there are 3,500 UFLS relays scattered up and down the entire power grid of Ukraine, which can operate in a decentralized or centralized mode through an integrated control center.

To make under-frequency load shedding efficient, it is necessary to build the UFLS Scheme on all the relays. Scientists of the Kiev Polytechnic Institute (KPI) have developed the decentralized UFLS Scheme that enables it to operate smoothly even during cyber attacks.

The UFLS Scheme is the last echelon of protection of a power grid. At what stage a cascade accident will come to a stop is contingent on the efficiency of the above scheme:

- whether it is the total collapse of an electric power pool with the large-scale cut-off of electricity consumers;

- whether it is temporarily controlled balancing of separated regions that would enable the minimization of time required to revitalize the electric power pool.

KPI researchers offer to use the software (with their maintenance) in national power grids, which enables the establishment of the under-frequency load-shedding (UFLS) scheme based on the analysis of emergency modes and synthesis of the UFLS scheme. This approach makes it possible to compute the optimum set point relay, as well as to set up the UFLS scheme that would balance the power grid or its pinpointed part in any accident.

It is expedient, from the viewpoint of KPI researchers, to establish relationships with national power grids, involving technical universities.

Kiev must avoid debt problems rather than borrow with sorrow

To forestall the coming financial crisis, Ukraine should contract the least possible amount of a sovereign debt including the one owed to the IMF whose prescriptions have never helped any country for many decades but caught debtor states in bondage. Kiev must avoid getting into debt problems right away because the gist of the coming crisis will be particularly the inability of many countries to service their debts.

Instead of accumulating new debts, Ukraine should improve its business climate, attracting investors from Europe, China and other countries to form mutually beneficial partnerships. Funds are to be steered to projects implemented by enterprises, thereby creating new jobs. These facilities will become integrated into the chain of making competitive technology-based products on a worldwide scale. Metaphorically speaking, Ukraine should build its own fish ponds and then bring in a good catch, instead of constantly getting down on its knees and borrowing fish from the IMF and other Western partners.

Poroshenko regime's love for foreign finance capital may well doom Ukraine if the government continues to privatize public assets that end up in foreign hands.

And last but not least, this country must seriously count on European and Slavic unity rather than on the so-called American aid. Incidentally, the recent poll shows that 82% of Germans agree with chancellor Angela Merkel that Washington is an "unreliable partner".

РОССИЯ ПРЕДОСТАВИТ СЕРБИИ ВОЕННО-ТЕХНИЧЕСКИЕ СРЕДСТВА

В Сербии уже распространили информацию, что президент России Владимир Путин приедет в Белград в ноябре, когда будут проходить мероприятия, посвящённые 100-летней годовщине окончания Первой мировой войны. Македонские СМИ сообщают, что Владимир Путин привезёт с собой как подарок Сербии бронетранспортёры и другое вооружение.

В КПИ СОСТОЯЛСЯ ТОРЖЕСТВЕННЫЙ ВЫПУСК УКРАИНСКОЙ СЕТИ СТАРТАП-ШКОЛ SIKORSKY CHALLENGE 2018

В течение двух дней в Киевском политехническом институте имени Игоря Сикорского (КПИ) проходили мероприятия, посвящённые торжественному выпуску Украинской сети Стартап-школ «Sikorsky Challenge». В текущем году это событие стало частью ежегодного Фестиваля инновационных проектов «Sikorsky Challenge».

Создание Украинской сети Стартап-школ «Sikorsky Challenge» инициировал КПИ. Инициатива эта родилась не на пустом месте - ей предшествовало создание собственной университетской Стартап-школы «Sikorsky Challenge», ставшей тем ядром, вокруг которого вскоре началась перестройка всей системы учебных заведений, где студенты, инженеры и учёные получают теоретические знания, а также практические навыки в области создания инновационных технологических стартапов. Выпускники таких школ способны не только производить новые идеи, но и получать инвестиции для развития своих проектов и воплощать их в жизнь.

Производительность идеи создания сети таких школ подтверждена практикой первых лет работы Стартап-школы КПИ им. Игоря Сикорского: проекты её выпускников неоднократно отмечались на конкурсе стартап-проектов в рамках ежегодных фестивалей «Sikorsky Challenge». Более того, ряд разработок, авторы которых в своё время начинали свой путь в инновационное предпринимательство в Стартап-школе Киевской политехники, уже поставлены на производственный поток и используются в различных сферах. Презентации некоторых из них были сделаны и во время торжественного выпуска.

Сейчас на Украине работают восемь Стартап-школ. Продолжается подготовка к открытию таких школ в Херсонском государственном университете, Сумском государственном университете, Полтавском национальном техническом университете имени Юрия Кондратюка и Харьковском национальном аграрном университете имени В.В. Докучаева.

Учитывая то, что одной из основных задач сети является создание, развитие и поддержка стартап-компаний в разных городах страны, можно надеяться на значительное увеличение числа украинских высокотехнологичных стартапов, что, в конечном итоге, будет способствовать оздоровлению отечественной экономики. При этом определённый акцент сделан на развёртывание Стартап-школ, прежде всего в восточных регионах Украины.

«Мы сделали акцент на восточных регионах Украины. Поэтому сегодня здесь представлены четыре университета из Луганской и Донецкой областей, - отметил ректор КПИ им. Игоря Сикорского академик Национальной академии наук Украины Михаил Згуровский, приветствуя выпускников сети. - За последний год мы смогли подготовить в Стартап-школах, входящих в нашу сеть, более 280 исследователей и изобретателей из этих регионов. Кроме того, в Стартап-школах учатся и инноваторы из центральной и западной частей Украины - их подготовлено более 320. В целом численность наших выпускников превышает 600 человек».

Какими могут быть новые, перспективные стартапы, наглядно продемонстрировали питчи выпускников школ сети, которые, собственно, и были главным пунктом программы. В частности, были представлены более 25 стартап-проектов самой разнообразной тематики - от создания интернета для домашних любимцев и чатбота для быстрого бронирования столиков в кафе и ресторанах до контроля и мониторинга параметров микроклимата теплиц, мобильного сервиса по сбору стекла, металла, бумаги и пластика, получения минеральных удобрений из отходов водоподготовки.

При подведении итогов выпуска, кроме традиционного для таких мероприятий вручения участникам сертификатов об успешном завершении обучения, было также объявлено 10 проектов-победителей, которые, по словам руководителя проекта сети Стартап-школ «Sikorsky Challenge» и соавтора Инновационной экосистемы «Sikorsky Challenge» Инны Малюковой, автоматически станут финалистами конкурса стартапов в рамках фестиваля инновационных проектов «Sikorsky Challenge 2018». Их авторам были вручены «шляпы Сикорского» - неизменный атрибут и, по преданию, оберег, с которым великий русский инноватор ХХ века никогда не расставался. Это традиционный подарок-талисман выпускникам школ, которые носят его имя. Такие же шляпы «на счастье» получили и руководители школ «Sikorsky Challenge».

СПОРТСМЕНЫ ИЗ КНДР, ЮЖНОЙ КОРЕИ ВЫСТУПЯТ НА АЗИАТСКИХ ИГРАХ ЕДИНОЙ СБОРНОЙ

Согласно сообщению информационного агентства "Йонхап", спортсмены из Южной и Северной Кореи выступят на Азиатских играх-2018 единой сборной.

Представители Республики Корея и КНДР недавно провели переговоры в приграничном пункте Пханмунджом. В результате обсуждений было принято решение о создании единой Корейской сборной на Азиатские игры-2018.

В частности, обе команды направят на Игры по 100 атлетов, из которых будет сформирована одна сборная. На открытии Азиатских игр в Индонезии сборная пройдёт под флагом объединения, который представляет собой белое полотнище с очертаниями Корейского полуострова.

Азиатские игры-2018 пройдут в Джакарте с 18 августа по 2 сентября.

Vienna to host international expert group meeting on mercury waste management

UNIDO will organize the first international expert group meeting on mercury waste management on September 10-11. The event will take place in the Vienna International Center.

More than 40 participants from the private sector, member states, UN Organizations and academia are expected to participate in the debates.

The objectives of the meeting are, among others:

- Present the mercury waste management process from different perspectives.

- Establish a professional network among relevant companies and counterparts.

- Promotion of mercury and more valuable waste streams, such as e-waste, in a combined industrial process.

- Update cutting-edge technologies on waste treatment.

- Understand the challenges that industry and member states are currently facing with respect to mercury waste management.

This activity will take place, thanks to the financial support of the Government of Switzerland in cooperation with the company Nomura Khosan of Japan.

China builds up its presence in Kazakhstan

Believe it or not, between 25% and 40% of oil production in Kazakhstan belongs to Chinese businesses today, particularly oil fields in the Aktobe region. Like in other countries, after signing a contract, Chinese companies would bring their workers and equipment, and control strictly production, ostracizing outsiders.

Chinese farmers hold thousands of hectares of Kazakh land under lease while the country has been recently shaken by public protests against an increase in the term of a lease to 25 years for fear that China may gobble up Kazakhstan.

According to local journalist Kamil Kasimbekov, the number of Chinese companies has increased by one third in the former Soviet republic over three years alone. Chinese businessmen invested more than $40 billion in the Kazakhstan's economy.

Increasingly, Beijing insists on Astana introducing a visa-free travel regime for its citizens. In that case the Chinese would overflow into the country.

Kazakh nationalists complain that their country now risks becoming a satellite of Beijing. “When the Chinese come, the apocalypse follows,” runs a Kazakh saying.

The Financial Times notes that Kazakhstan has traditionally gravitated towards Russia, itself wary of China’s growing clout in central Asia, for political and economic patronage. A deeply Russified cultural legacy remains in the former Soviet republic, with most ethnic Kazakhs on the border using Russian, rather than Mandarin, as the lingua franca of trade.

Swiss experts give training in efficient use of electricity in Ukraine's industrial electrical systems, buildings

A workshop on the efficient use of electricity in Ukraine's industrial electrical systems and buildings was held at the Kiev Electromechanical College on June 18-19. This seminar was organized by the Resource Efficient and Cleaner Production Center.

The representatives of Lenum AG of Switzerland, namely electrical engineers Holger Papst and Christoph Hauser who have international experience in energy efficiency of production processes, provided training.

Students in the second and third year at the college participated in the workshop. During the two-day training they learned about the environmental impacts of energy sources and consumption, focused on the largest industrial consumers of energy, electrical systems and buildings, examined the best available technologies and practices, as well as took part in solving a number of technical cases.

On completion of the training the students received certificates and the most active participants got gifts from the Swiss experts.

НА УКРАИНЕ СУЗЯТ ПОЛОСЫ ДВИЖЕНИЯ АВТОТРАНСПОРТА

Украинские чиновники считают, что сужение полос необходимо для того, чтобы на полотне могли разместиться абсолютно все участники дорожного движения, а также для повышения безопасности на автодорогах. Сужение полос движения транспорта примерно на полметра является новшеством, которое есть в новых строительных нормах и правилах. Они вступят в силу на Украине 1 сентября текущего года.

Такая мера, по мнению заместителя министра регионального развития, строительства и жилищно-коммунального хозяйства Льва Парцхаладзе, необходима, чтобы "разместить" на украинских дорогах полосы для автомобилей, для общественного транспорта и велодорожки. В настоящее время ширина полосы на Украине составляет примерно 3,5-3,75 метра.

"Европейская практика показывает, что дороги с меньшей шириной полосы движения - около 3-3,25 м - подсознательно побуждают водителей не лихачить, а ехать с меньшей скоростью, - говорит Лев Парцхаладзе. - Надеюсь, что и у нас такие изменения повысят безопасность дорожного движения и значительно уменьшат аварийность на дорогах".

RECPC presents ‘Guide to Industrial Resource Efficiency’

The scaling up of the resource efficient economy has become a trend for developed countries. The European Commission launched its ‘Roadmap to a Resource Efficient Europe’ and the ‘EU Action Plan for the Circular Economy’ in 2015. In the meantime average resource productivity in Europe has increased by a factor of 1.5, from 1.47 to 2.08 euros/kg, between 2000 and 2016.

The above has been the theme of a recent press-conference held at the Interfax-Ukraine news agency within the EU Green Growth Platform. Igor Shilovich, Director of the Resource Efficient and Cleaner Production Centre (RECPC), Vyacheslav Potapenko, Director of the Institute of Green Economy, Andrei Vorfolomeyev, Deputy National Coordinator for Demonstration RECP Component under the “Greening Economies in the European Union's Eastern Neighbourhood” (EaP GREEN) programme, and Taras Sakalosh, RECPC Managing Director, presented the ‘Guide to Industrial Resource Efficiency‘.

Crafted within the framework of the EU Green Growth Platform, the guide is mainly designed to solve the problem of limited access to cutting-edge technologies and modern methods for improving production. This problem is relevant to most Ukrainian enterprises. The contents of the guide cover the methods and tools that help reduce energy intensity in industry by implementing even low-cost measures. In addition, the guide gives its readers insight into the case studies of resource efficient options implemented at national companies.

Analysts worry about the dollar as it falls over 10% against a basket of currencies

Peotr Pushkareov, chief analyst of the Kiev-based company TeleTrade, points out the crisis of a dollar system due to growth of the huge debt that the United States is unable to serve. According to Paul Craig Roberts, chairman of the Institute for Political Economy, the U.S. national debt is now over $20 trillion. More than $500 billion go towards interest on the U.S. national debt each year, whereas both tax revenues to the Treasury and new loans are insufficient.

The dollar has fallen over 10% against a basket of currencies on world markets in 18 months. However, the dollar has recently advanced a little during a setback. At present, the euro costs $1.15 and is forecast to reach $1.3 by this year-end. Incidentally, James Rickards, editor of the Strategic Intelligence newsletter, notes that today's $100 bill is only worth 10 cents on the dollar, compared with the $100 bill of 1969.

KPI ranks first in rating Top 200 Ukraine 2018

The Kiev Polytechnic Institute (KPI) has been ranked first in the national rating Top 200 Ukraine 2018.

The data on this academic rating were presented on June 4 by the center of international projects EuroOsvita in partnership with the international group of experts IREG Observatory on Academic Ranking and Excellence that made it by means of the methodology amended and supplemented between 2006 and 2018. According to the rating, other universities are far behind the two national leaders, namely the KPI and Kiev National Taras Shevchenko University.

According to the website EuroOsvita (www.EuroOsvita.net), when compiling this year's rating experts took account of current trends in the development of universities, which were outlined by the Conference IREG 9 "Ranking and Accreditation - two roads to the same goal" in the Belgian city of Hasselt on May 23-25 and the European Higher Education Area (EHEA) Ministerial Conference in Paris on May 24-25.

Over the last 12 years, the KPI, together with the Kiev National Taras Shevchenko University, has been standing in the forefront of Ukrainian higher education from the point of view of international rating agencies. This is evidenced by the data of five international university rankings, which assign the two Ukrainian universities roughly an equal number of scores.

В КПИ ПРОШЁЛ ПЕРВЫЙ НАЦИОНАЛЬНЫЙ ФОРУМ «УКРАИНА 2030»

14 июня в Зале заседаний Учёного совета Киевского политехнического института имени Игоря Сикорского состоялся Первый Национальный Форум «Украина 2030».

Участие в нём приняли руководители и учёные ведущих украинских вузов, а также представители профильных государственных учреждений и общественности. Форум стал началом второго этапа обсуждения путей реализации положений Доктрины сбалансированного развития «Украина 2030» - стратегического документа, предлагающего принципиально новую траекторию экономического развития Украины до 2030 года. Выход на эту траекторию позволит к 2030 году обеспечить рост ВВП страны до уровня 710-750 миллиардов долларов США.

Первая презентация Доктрины состоялась весной 2017 года и в течение более 12 месяцев разработчики знакомили с её положениями учёных, предпринимателей, экспертов, общественных активистов и всех неравнодушных граждан Украины. Сейчас первый этап всестороннего обсуждения Доктрины завершён. По его результатам издан сборник «Украина 2030: Консолидация мышления - консолидация действий», который получили все участники Форума. В сборнике помещены аналитические материалы и предложения по возможным вариантам их решения, предоставленные учёными практически из всех регионов Украины. На очереди - объединение научных и практических усилий команды Доктрины с наиболее активной частью украинских предпринимателей и объединенными территориальными общинами Украины. Таким образом, главной целью Форума было создать условия и площадку для консолидации научного и бизнес-сообществ вокруг идей развития процветающей Украины, отталкиваясь от внутреннего интеллектуального потенциала украинцев.

Форум проходил в формате трёх панельных дискуссий «Новый общественный договор, разумное управление, человеческий капитал», «Сетевизация, кластеры, креативная экономика, активизация экономической деятельности» и «Инвестиционная безопасность. Фактор стратегических коммуникаций».

Докладом «Форсайт 2018: Общие закономерности системных мировых конфликтов начала XXI века и их влияние на экономику и общество» первую панель открыл ректор КПИ им. Игоря Сикорского академик Национальной академии наук Украины Михаил Згуровский. Доклад основывался на материалах «Форсайта экономики Украины на среднесрочном (до 2020 года) и долгосрочном (до 2030 года) временных горизонтах», выполненного под его руководством группой учёных Мирового центра данных по геоинформатике и устойчивому развитию Международного совета по науке (ICSU) при КПИ им. Игоря Сикорского и Института прикладного системного анализа КПИ им. Игоря Сикорского и НАН Украины. Это уже четвёртый Форсайт, который сделали исследователи (первый - в 2008 году, второй - в 2015, третий - в 2016) и был посвящён не только вопросам сугубо экономическим, но и исследованию факторов, влияющих на развитие хозяйственного комплекса страны. Факторов, без учёта которых невозможно построить эффективную модель функционирования и развития государства. Среди главных докладчик выделил фактор человеческого развития, особенно важным ввиду того, что в нынешних условиях именно человеческий капитал может стать главным двигателем и катализатором экономического роста национальной экономики Украины. Несмотря на довольно мрачные обстоятельства, в которых оказалась Украина, в последнее время в её жизни наметились и некоторые положительные тенденции. Объясняется это, прежде всего, рядом институциональных изменений. Пусть их пока ещё и не отработали в полной мере, но, по словам Михаила Згуровского, они уже начали переориентировать векторы социально-экономического развития страны в желаемых направлениях.

Одним из самых заметных на этой панели было выступление украинского промышленника, основателя «Индустриального Союза Донбасса», соавтора Доктрины сбалансированного развития «Украина 2030» Сергея Таруты. Оно было посвящено основополагающим вопросам функционирования государства. Тема доклада - «Общественный договор: рамочные правила взаимодействия в обществе». В частности, по мнению докладчика, следует изменить процедуру принятия Конституции: её должен принимать не Верховный Совет Украины, а Конституционное собрание, сформированное из авторитетных представителей всех регионов страны.

Всего на Форуме со своими соображениями по основным положениям Доктрины и внедрении их в жизнь выступили более 20 докладчиков - представители КПИ им. Игоря Сикорского, Института социологии НАНУ, Национального контактного пункта Украины программы «Горизонт 2020», Киевского национального университета, стартап-школы КПИ "Sikorsky Challenge», Одесского национального экономического университета и других.

Итоговым документом Форума стал проект резолюции, в котором определены основные риски существования Украины, механизмы обеспечения её инновационного развития, первоочередные действия для того, чтобы экономика страны вышла из периода стагнации, ключевые цели и задачи для властных структур, бизнеса и граждан, а также намечены международные индексы, по которым будет осуществляться контроль результатов. Резолюция будет дорабатываться с учётом замечаний и предложений участников. Документ будет обнародован на коммуникационной WEB-платформе Ukraine2030.org (https://www.ukraine2030.org/), которая также была представлена на Форуме.

NBU scraps restriction on foreign exchange deposits for individuals but...

According to Vadim Iosub, senior analyst of the investment company Alpari, in August 2017 National Bank of Ukraine (NBU) scrapped a restriction on foreign exchange deposits for individuals who had henceforth the ability to access their accounts via ATMs or at bank cash desks and withdraw cash currency without limitation of the amount. A limit to buy foreign exchange by individuals was increased to the equivalent of 150,000 grivnas last year, from 12,000 grn.

However, some administrative restrictions are still in force and foreign exchange transactions are governed by a plethora of enactments. President Poroshenko introduced the bill of currency into the Supreme Council of Ukraine on March 19 and asked to adopt it as a matter of great urgency.

Oleg Churiy, NBU deputy governor, has said this law is needed because the active legislation, which regulates foreign exchange transactions, is complicated and contradictory. It is worth noting too that Kiev assumed commitments in terms of the free movement of capital within the framework of the EU-Ukraine Association Agreement.

НА УКРАИНЕ СКОПИЛОСЬ 12,3 МЛРД ТОНН ОТХОДОВ

По данным Государственной службы статистики, в прошлом году на Украине накопилось свыше 366 миллионов тонн отходов, что на 70 млн тонн больше, чем в 2016 году. В этой куче только бытовые отходы из домохозяйств составляют примерно 6,5 млн тонн.

Всего на мусорных полигонах и свалках за многие годы скопилось 12,3 миллиарда тонн отходов. По словам председателя Всеукраинской экологической лиги Татьяны Тимочко, мусор находится на шести тысячах законных полигонах и свалках и более 35 тыс. - нелегальных.

Эколог считает, что для улучшения ситуации необходимо ввести раздельный сбор бытовых отходов. Соответствующий закон вступил в силу 1 января текущего года, но коммунальщики оказались неготовыми к этому. Сейчас готовится новая редакция закона "Об отходах" и разрабатывается программа, в соответствии с которой вопрос с мусором на Украине должен быть урегулирован до 2030 года.

Kiev needs desperately money to make hefty external debt payments

Reportedly, Ukraine faces foreign currency debt payments of more than $12 billion for past loans and interest on them in both 2018 and 2019. Unfortunately, its foreign currency reserves, which stood at only $18.6 billion as of January 31, are too low.

Things are getting hairy, the more especially as this country is also supposed to pay off a corporate loan of $20 billion. According to experts' estimates, today the Poroshenko regime needs desperately about $4.5 billion or 3.8 billion euros to cover privileged debts.

By comparison, Russia has tripled its gold reserves in the last 10 years. James Rickards, editor of the Strategic Intelligence newsletter, notes that they have gone from some 600 tons to over 1,800 tons, and are moving very quickly towards 2,000 tons. Like Russia, China has tripled its gold reserves, officially from 1,600 tons to 1,800 tons.

КПИ ЛИДИРУЕТ В РЕЙТИНГЕ «ТОП-200 УКРАИНА 2018»

Киевский политехнический институт имени Игоря Сикорского (КПИ) занял первую строчку национального рейтинга «Топ-200 Украина 2018».

Данные этого академического рейтинга представили 4 июня Центр международных проектов "Еврообразование" в партнёрстве с международной группой экспертов IREG Observatory on Academic Ranking and Excellence, которые составили его по методике, дополненной и улучшенной в течение 2006-2018 годов. Согласно этому рейтингу другие украинские вузы по сумме баллов значительно отстают от двух лидеров - КПИ им. Игоря Сикорского и Киевского национального университета им. Тараса Шевченко (КНУ).

По информации сайта «Еврообразование», при составлении нынешнего рейтинга эксперты учитывали современные тенденции развития университетов, очерченные конференцией IREG-9: "Рейтинги и аккредитация - две дороги к одной цели" (23-25 мая, 2018 г., г. Хасселт, Бельгия) и Конференцией министров образования Европейского пространства высшего образования (24-25 мая 2018 г., Париж, Франция).

В течение 12 последних лет КПИ им. Игоря Сикорского совместно с КНУ им. Тараса Шевченко находятся в авангарде украинского высшего образования и с точки зрения международных рейтинговых агентств. Об этом свидетельствуют данные пяти международных университетских рейтингов, которые придают этим двум украинским вузам практически равные результаты.

2018 ГОД МОЖЕТ СТАТЬ ИСТОРИЧЕСКИМ ДЛЯ ПРИДНЕСТРОВСКОГО УРЕГУЛИРОВАНИЯ

Подводя итоги переговоров в формате "5+2", которые состоялись в Риме в конце мая, специальный представитель действующего председателя ОБСЕ по Приднестровью посол Франко Фраттини заявил, что 2018 год может стать историческим для процесса Приднестровского урегулирования. Он отметил, что договорённости между Кишинёвом и Тирасполем, а также их дальнейшая реализация на принципах взаимной ответственности, стали новой нормой процесса.

По мнению Франко Фраттини, протокол, подписанный сторонами в Риме, даёт уверенность, что договорённости по приоритетным вопросам, которые связаны с телекоммуникациями, уголовными делами и свободой передвижения, будут достигнуты до конца года. Обязательство завершить работу по всем аспектам "пакета из восьми пунктов" ещё больше укрепляет доверие.

В переговорах по Приднестровскому урегулированию в формате "5+2" принимают участие Молдавия и Приднестровье, как стороны конфликта, Россия, ОБСЕ и Украина - в качестве посредников, Евросоюз и США - как наблюдатели.

Приднестровье, 60% жителей которого составляют русские и украинцы, добивалось выхода из состава Молдавии еще до распада СССР, опасаясь, что на волне национализма Молдавия присоединится к Румынии. В 1992 году, после неудавшейся попытки властей Молдавии силой решить проблему, Приднестровье стало фактически неподконтрольной Кишинёву территорией.

KPI to host Sikorsky Challenge festival in October

The VII festival of innovation projects Sikorsky Challenge will take place at Kiev Polytechnic Institute (KPI) on October 16-19.

Sikorsky Challenge is seen as one of the most important annual events in the realm of innovation in Ukraine. It brings together not only the developers of projects covering many fields of science and technology but also representatives of large investment business.

The purpose of this event is to identify the most interesting and relevant projects in various fields of technology, and to assist the authors of the best engineering developments to plot the path to commercialization, establish successful start-up companies, as well as to bring innovative products to domestic and international markets.

The format of the festival will include:

- Startup Competition (https://www.sikorskychallenge.com/startup-contest/);

- Scientific & Technological Creativity Contest among Schoolchildren;

- Exhibition-cum-contest Ukraine's Future.

The teams of authors whose projects have won the Startup Competition will have an opportunity to move their engineering developments from hype to prototype at the science park Kievskaya Polytechnika, supported by grant and venture funds.

Winners of the competitions will be announced on October 19.

VІІ ФЕСТИВАЛЬ ИННОВАЦИОННЫХ ПРОЕКТОВ СОСТОИТСЯ НА БАЗЕ КПИ В НАЧАЛЕ ОКТЯБРЯ

9-12 октября на базе Киевского политехнического института имени Игоря Сикорского (КПИ) будет проходить VІІ Фестиваль инновационных проектов «Sikorsky Challenge 2018».

«Sikorsky Challenge» является одним из самых главных ежегодных событий в сфере инноватики Украины. Он собирает не только разработчиков проектов во многих областях науки и техники, но и представителей крупного инвестиционного бизнеса.

Цель фестиваля заключается в определении наиболее интересных и самых актуальных проектов в различных областях техники, а также в оказании содействия их авторам по коммерциализации лучших разработок, созданию стартапов и выходу инновационных продуктов на внутренний и международный рынки. Участвовать в фестивале могут как признанные в профессии специалисты и седовласые профессора, так и студенты и школьники, которые ещё только выбирают собственный путь в жизни.

В рамках Фестиваля состоятся:

- Конкурс научно-технического творчества школьников;

- Выставка-конкурс «Будущее Украины».

Авторские коллективы проектов-победителей конкурса стартапов получат возможность реализовать свои разработки в Научном парке «Киевская политехника» при поддержке грантовых и венчурных фондов.
