City must be renamed Yelisavetgrad, insist residents of Kirovograd

More than a thousand of residents of Kirovograd held a rally near the building of the municipal council in late December, protesting that the city could be renamed Ingulsk. The proposal to rename Kirovograd as Ingulsk was supported by a parliamentary committee on the building of a state and local self-government.

Participants in the rally demanded that the city be renamed Yelisavetgrad. “Putin!” they chanted at the rally.

Let’s journey back in time to June 18, 1754. The earthen fortress Fort St. Elizabeth had been founded in Ukraine, or Malorossia (Little Russia). The fortress grew into the city of Yelisavetgrad named in honor of its formal founder, Russian Empress Elizabeth Petrovna, and also in honor of her heavenly patroness, St. Elizabeth. Elizabeth Petrovna is the daughter of Russian Czar Peter I called Peter the Great.

Ukrainian scientists develop helmet with intelligent system

Researchers of the Institute of Problems of Artificial Intelligence under the National Academy of Sciences of Ukraine and the Institute of Occupational Medicine under the Academy of Medical Sciences have developed the helmet equipped with the intelligent system of correcting psychophysiologic condition of a man in emergency situations with biological feedback.

Specifically, the helmet is used for influencing bioactive zones of the head with the help of various physical irritants such as vibrations, infrared radiation, pressure and specially selected audiovisual effects. The action of these irritants changes psychophysiologic condition of a man, inter alia, facilitating relief of stress.

The helmet can be used independently or as a part of the intelligent system. The preliminary results of testing have proved the high efficiency of the engineering development that allows the scientists to hope for the organization of mass production of the helmets with the intelligent system of correcting psychophysiologic condition of a man. Accordingly, this could help resolve one of the pressing problems now facing Ukraine: psychological rehabilitation of the people who suffered from stress.

ПРОМЕДЛЕНИЕ В РЕФОРМИРОВАНИИ МЕДИЦИНСКОЙ ОТРАСЛИ НЕДОПУСТИМО

16 декабря в Верховном Совете прошли слушания на тему: «О реформе охраны здоровья в Украине». Директор Института экспериментальной патологии, онкологии и радиобиологии имени Кавецкого Василий Чехун (на снимке) представлял Национальную академию наук Украины. Его выступление было посвящено определению роли специалистов в реформировании отечественной медицинской отрасли, а также проблемам внедрения наукоёмких технологий в медицинскую практику.

Академик В. Чехун предложил три основных шага, которые необходимо сделать в ближайшее время, чтобы улучшить положение дел в сфере охраны здоровья. Во-первых, государственную политику в этой сфере должен формировать Национальный институт здоровья. Во-вторых, Верховному Совету необходимо принять закон о страховой медицине. И, наконец, в-третьих, функции и полномочия по подготовке врачей на уровне интернатуры и аспирантуры следует передать научно-исследовательским учреждениям.

В заключение своего выступления В. Чехун напомнил присутствующим, что согласно древнему латинскому изречению «здоровье народа – наивысший закон». Поэтому промедление с проведением реформ в медицинской сфере недопустимо, т.к. это является вопросом государственной важности.

Nord Stream 2 may block natural-gas supplies via Ukrainian pipeline system

As expected, the joint venture Nord Stream 2 AG is going to design, finance, build and operate two parallel pipelines on the Baltic seabed, which will carry Russian natural gas to Europe. Each pipeline will have a capacity to convey 27.5 billion cubic meters of gas per year.

According to analysts, the Nord Stream 2 pipelines may well block natural-gas supplies via the Ukrainian pipeline system. At the same time, the Nord Stream 1 and 2 pipes will carry 80% of Russian gas to Europe. Recently, the Czech Republic has started to import Russian gas from the Nord Stream 1 pipeline via Gazela and OPAL pipelines.

СЕРИЙНОЕ ПРОИЗВОДСТВО ШЛЕМОВ С ИНТЕЛЛЕКТУАЛЬНОЙ СИСТЕМОЙ ПОЗВОЛИТ РЕШИТЬ ПРОБЛЕМУ ПСИХОЛОГИЧЕСКОЙ РЕАБИЛИТАЦИИ

Учёные Института проблем искусственного интеллекта (ИПИИ) Национальной академии наук Украины и Института медицины труда Национальной академии медицинских наук разработали шлем, оснащённый интеллектуальной системой коррекции психофизиологического состояния человека в чрезвычайных ситуациях с биологической обратной связью. Использование шлема предусматривает влияние на биоактивные зоны головы человека с помощью физических раздражителей разной природы – вибраций, инфракрасного излучения и давления, а также специально подобранных аудио- и видеорядов. Действие этих раздражителей изменяет психофизиологическое состояние человека, в частности, способствует снятию стресса. 

Шлем может использоваться автономно или в составе интеллектуальной системы. Предварительные результаты испытания разработки засвидетельствовали её высокую эффективность. Это позволило учёным надеяться на то, что в дальнейшем будет налажено серийное производство шлемов с интеллектуальной системой. В свою очередь, их серийное производство сможет решить одну из актуальных проблем Украины – психологическую реабилитацию людей, испытавших стресс.

Anti-war, anti-fascist exhibition opens in Moscow

Recently, the exhibition entitled “Novorossia. Yuzovka. The Future Begins in the Past” has opened in Moscow. According to the Ministry of Culture of the Donetsk People’s Republic, Iosif Kobzon, first deputy chairman of the Russian parliamentary committee on culture, and Gennady Zyuganov, leader of the Communist party of Russia, took part in the inauguration of the exposition.

Tatiana Ponomarenko-Leverash, author of the exhibition, stated that the population of Donetsk did not recognize Nazi war criminal Stepan Bandera as a hero. Neither do the people in the Donbas region embrace the fascist ideology, which is spreading in Ukraine. “Europe must ascertain the truth,” she said. “In this case only justice will prevail.”

It is not completely clear that the European governments and media understand that behind the evil of the Ukrainian neo-Nazi regime is the greater evil of Washington. Today Europe is burdened with millions of refugees from Washington’s endless wars. And so, how many times will Europe be burned as a result of trusting the American evil empire?

УКРАИНСКИЕ УЧЁНЫЕ ИЩУТ ИНВЕСТОРОВ ДЛЯ ОСУЩЕСТВЛЕНИЯ ПРОЕКТОВ ПРОИЗВОДСТВА БИОТОПЛИВА ИЗ РАСТЕНИЙ

Институт пищевой биотехнологии и геномики Национальной академии наук Украины ищет инвесторов для осуществления двух проектов.

Первый проект предусматривает производство горючего биоэтанола из сахарного сорго. Сейчас в мире растительный этанол производят из зёрен ячменя и пшеницы, а также из сахарной свёклы и кукурузы.

Однако продовольственные культуры, в первую очередь, должны быть пищей. Сорго не является продовольственным сырьём, и выход этанола из него в 1,5-2 раза больше по сравнению с сахарной свёклой и кукурузой.

В этом году на исследовательско-промышленном оборудовании было произведено 400 тонн биоэтанольного горючего. Для запуска полноценного производства необходимы 11 миллионов долларов. Срок окупаемости, по оценкам авторов проекта, составляет четыре года.

Второй проект Института предусматривает промышленное производство биодизеля из сельскохозяйственной культуры рыжея. Украинские учёные уже создали высокопроизводительные сорта рыжеи с содержанием масла 45-50%, которые способны давать до четырёх тонн семечек с одного гектара.

Выход биодизеля составляет 1-1,4 тонны с гектара, а прибыль достигает восьми тысяч гривен. На сегодняшний день создана исследовательско-промышленная технологическая линия по производству топлива мощностью одна тонна биодизеля в сутки. Для создания пилотной установки, закупки сырья, исследований и разработки документации необходимы пять миллионов гривен.

По оценкам специалистов Института пищевой биотехнологии и геномики, даже частичный переход на смесевое топливо даст возможность уменьшить импорт нефти на несколько миллионов тонн в год. Сейчас на Украине потребляется только 40% топлива собственного производства, тогда как пахотные земли используются неэффективно.

Ukraine may attain growth of GDP but…

According to the latest forecasts by the World Bank, Ukraine’s GDP will fall by 12% by this year-end. This can be partly explained by the civil war in the Donbas region with large Russian populations, which costs the Ukrainian neo-Nazi regime 5% of GDP, and suspension of trade with Russia.  

Believe it or not (and you should not), the so-called prime minister Arseniy Yatsenyuk, predicted that GDP would rise by 2% in 2016. Few experts think it will inch higher, like a fatigued rock climber.

Some analysts say Ukraine may attain growth of GDP in a range of 9-10% per year if the government succeeds in attracting about six million highly educated immigrants in this country over the course of 20 years. Its GDP could reach the level of Spain’s or Russia’s one in 20-25 years.

In Sevastopol, prices of vegetables remain stable

Prices of onions, cabbage, carrots and potatoes have been remaining unchanged in the Crimean port city of Sevastopol since mid November. At the same time, cucumbers, tomatoes and pepper increased in price by 20-60 Russian rubles per kilogram. Oranges and tangerines, which are imported from Iran and the Republic of Abkhazia into Sevastopol, cost between 120 and 130 rubles per kilo.

Assets lost by Neftegaz in Crimea amount to 15.7 billion grn

As a result of ceasing operation in Crimea, the Ukrainian state gas company Neftegaz posted a loss of 13.8 billion grivnas for last year. In addition, assets lost by Neftegaz in the Russian peninsula are estimated at 15.7 billion grn.

There are 15 deposits of natural gas and oil in Crimea and the Black Sea shelf. Their reserves amount to about 50 billion cubic meter of gas, 3.5 million tons of oil and a million tons of gas condensate.

Let’s journey back in time to March 16, 2014. More than 96% of Crimea’s population voted in favor of secession from Ukraine and joining Russia. The referendum attracted 83% voter turnout. Importantly, opinion polls showed that 91% of citizens of Russia approved of the reunification of Crimea with their country.

IMV researchers create preparation used to increase yield of crops, quicken growth of plants

Scientists of the Zabolotny Institute of Microbiology and Virology (IMV) under the National Academy of Sciences of Ukraine created the Azogran preparation that is used for increasing the yield capacity of crops, as well as for quickening growth of lawn grass, conifers, ornamental and other plants.

Testing of Azogran has shown a substantial increase in the yield of plants. In particular, the yield capacity of tomatoes and roses rose by 18-37% and 26-45% respectively.

Ukraine has a lot of advantages in the field of agriculture and can be self-sufficient in terms of the food supply. The combination of soil fertility with application of biotechnologies developed by the Ukrainian scientists will enable an increase in the yield of areas under crops without polluting the environment with protectants.

Average price of Russian gas forecast to be $200 a thousand cubic meters

According to forecasts, prices of natural gas exported by Russia to Western Europe will average $200 a thousand cubic meters in 2016, compared with $238 a thousand cubic meters this year.

Currently, Hungary is negotiating a new long-term agreement with the Russian gas group Gazprom about large amounts of natural-gas supplies and their placement in country’s gas storage facilities. Meanwhile, the Czech Republic has started to import Russian gas from the Nord Stream-1 pipeline on the Baltic seabed via Gazela and OPAL pipelines.

The state company Polish Oil & Gas Production increased the import of Russian gas by a third into Poland in the third quarter from the year-earlier
period. Unfortunately, for lack of funds, the Ukrainian state company Neftegaz cannot buy natural gas both from Russia and European countries. As Yuri
Boiko, leader of the Opposition Bloc, put it, today the Integrated Power Grid of Ukraine needs desperately natural-gas supplies in the amount of 50 million cubic meters per day.

Readers of The Ukrainian Times know that Gazprom controls 15% of the world’s known natural-gas reserves. The Russian group is going to be passing along
gas for a long, long time. Like a coiled spring, Gazprom stocks are cheap to start with. Not having any idea of what would happen,
some Western investors think the cheap bird in their hands is a better bet than expensive birds somewhere in the future bush.

NASU establishes cooperation with business people, investors

Representatives of the National Academy of Sciences of Ukraine (NASU), the Ministry of Economic Development and Trade, and the National Development Innovation Foundation met in Kiev in late November to discuss the creation of essential conditions for the introduction of achievements of research work into production. In particular, awaking the interest of entrepreneurs and investors in new technologies was under discussion.

Anton Naumovets, first vice-president of the NASU, stressed a necessity for cooperation between scientists and business people. The representatives of scientific institutions acquainted participants in the meeting with the advanced developments that could arouse investors’ interest.

In his turn, a representative of the Ministry of Economic Development and Trade told the meeting about the initiative to set up the High Tech Office whose main task would be the establishment of conditions for an increase in output of high-tech products, as well as in the coefficient of intellectualization of Ukraine’s GDP.

СПЕЦИАЛИСТЫ ИПРИ ПОДПИСАЛИ СОГЛАШЕНИЕ О СОТРУДНИЧЕСТВЕ С КИТАЙСКИМИ ПАРТНЁРАМИ

Осенью состоялись встречи специалистов Института проблем регистрации информации (ИПРИ) Национальной академии наук Украины с китайскими партнёрами, в результате которых было подписано соглашение о научном и производственном сотрудничестве в сфере внедрения микропризмовых элементов и структур для диагностирования и лечения косоглазия. Согласно этому соглашению высокотехнологическая часть производства будет осуществляться в ИПРИ, а изготовление линз и очков по рецептам докторов – в Китае. Кроме того, украинские специалисты будут обучать офтальмологов.

В ИМВ СОЗДАН КОМПЛЕКСНЫЙ БАКТЕРИАЛЬНЫЙ ПРЕПАРАТ ДЛЯ РАСТЕНИЕВОДСТВА

Учёные Института микробиологии и вирусологии (ИМВ) Национальной академии наук Украины создали препарат «Азогран», предназначенный для обеспечения повышения урожайности сельскохозяйственных культур, а также улучшения роста и развития газонных трав, декоративных, хвойных и других растений. Испытания препарата «Азогран» засвидетельствовали существенный рост продуктивности растений, в частности, помидоров – на 18-37% и роз – на 26-45%.

Украина имеет много преимуществ в сфере сельского хозяйства и способна самостоятельно обеспечить себя продуктами питания. Объединение природной плодородности украинских грунтов с применением биотехнологий, разработанных украинскими учёными, даёт возможность увеличить урожайность на посевных площадях, не загрязняя окружающей среды химическими средствами защиты растений.

Yatsenyuk government, PM’s associates accused of corruption

Recently, out of the blue, Nikolai Martynenko, member of Ukraine’s parliament and close associate of the so-called prime minister, Arseniy Yatsenyuk, has waived the mandate of a deputy of the Supreme Council. Previously, MP Sergey Leschenko publicized documents evidencing that the shady Panamanian company, which is owned by Martynenko, had received huge kickbacks from contracts between the state company Energoatom and the Czech company Skoda to supply equipment to the Khmelnitskiy nuclear power plant.

Many observers think that by waiving his mandate, Martynenko attempts to whitewash the Yatsenyuk government, which continues to wallow in corruption. Critics agree that this government is so corrupt, even more than the previous Azarov government. It is widely believed that the ministers are interested only in self benefit and they give some crumbs to the people.

Also, readers of The Ukrainian Times know that Nikolai Gordienko, former head of the State Financial Inspection Board, presented the facts of violations committed by the companies, which were financed at the expense of the Ukrainian state budget. According to him, the U.S.-backed puppet government of Ukraine received kickbacks from dummy firms through close associates of Yatsenyuk.

At the meeting of a parliamentary committee on counteraction against corruption Mr. Gordienko stated that damage done by the corrupt entourage of Yatsenyuk had amounted to 3.5 billion grivnas in the second half of last year alone. For instance, the violations exposed at the state rail transportation company UkrZaliznitsa are estimated at 300 million grn. “According to my estimates, the damage done by the corrupt government will amount to dozens of billions if you conduct a planned audit to the full,” he concluded.

It is small wonder that Transparency International’s Global Corruption Index ranks Ukraine 142nd out of 175 states. After the neo-Nazi coup in Kiev last year, this country has a worse record than after the ‘orange’ coup in 2004.

Practically all sectors of Ukraine’s government, business and civic life are affected by widespread corruption. Bribery and extortion are particularly common in the Ukrainian public health system. To make matters worse, the living standards of Ukrainians are being squeezed to death in order to pay off fraudulent debts incurred by the corrupt Yatsenyuk government.

NAS saves billions on nuclear power as government gives some crumbs to scientists

This year nuclear power has provided Ukraine with some 60% of its electricity. Overall, 15 reactors, which were built as recently as the 1980s, operate today at Ukrainian nuclear power plants, whereas their service life is scheduled for 30 years.

However, Ukraine can prolong operation of its nuclear plants by 20 years at the least estimate, thanks to experts of the Institute of Nuclear Research, Kharkov Physicotechnical Institute and other institutes under the National Academy of Sciences (NAS), who are able to estimate condition of reactor vessels.

It is important to note that if Ukraine had to shut down the reactors, its losses would amount to about $1.5 billion per reactor per year.

By comparison, state budget allocations to the National Academy of Sciences do not exceed 2.5 billion grivnas (only $100 million) a year.

НАНУ ИНТЕНСИФИЦИРУЕТ СОТРУДНИЧЕСТВО С ПРЕДПРИНИМАТЕЛЯМИ, ИНВЕСТОРАМИ

В конце ноября в Киеве состоялась встреча представителей Национальной академии наук Украины (НАНУ), Министерства экономического развития и торговли, а также Фонда «Национального развития и инноваций» (NDI Foundation), на которой обсуждались вопросы создания в стране необходимых условий для внедрения научных разработок. В частности, речь шла о стимулировании заинтересованности предпринимателей и инвесторов в новых технологиях.

Первый вице-президент НАНУ академик А.Г. Наумовец (на снимке) в своём выступлении отметил необходимость сотрудничества между учёными и предпринимателями. А представители научных учреждений НАНУ рассказали о перспективных разработках, которые могли бы заинтересовать инвесторов.

Представитель Министерства экономического развития и торговли проинформировал присутствующих об инициативе ведомства по созданию «High Tech Office», основным заданием которого будет формирование условий для роста объёмов производства высокотехнологической продукции и повышения коэффициента интеллектуализации ВВП Украины.

The cost of Washington’s wars in Middle East, North Africa

As a consequence of European Union’s subservience to the United States, European countries are being overrun by refugees from the Washington’s wars, which Europe so mindlessly enabled. After terrorist attacks in Paris, it has become clear that Europe pays dearly for the war crimes of the American evil empire in Iraq, Libya, Yemen and Syria.

This year the relief of the refugees may well cost the national budget of Germany 21 billion euros instead of the planned EUR10 billion. Data from Commerzbank show that government expenditure for one refugee will average some EUR12,000 a year.

Western observers point out the crisis of German chancellor Merkel’s pro-Washington leadership. Recent opinion polls found that about 50% of Germans, who are mainly hard-working taxpayers, cannot tolerate the presence of adherents of different faith.

Like all reasonable people, Europeans are concerned about the lack of information about migrants. In the same way they fear the access of Muslim radicals.

In addition, Germany, Britain and Poland must contribute EUR0.5 billion, EUR400 million and EUR71.2 million respectively to a refugee fund while EUR0.5 billion will be transferred from the EU budget.

Overall, 1.2 million migrants from the Middle East and North Africa, including militants of the Islamic State (or Daesh, to use the term they apparently hate), have crossed EU borders in January-October.

About 500,000 refugees have come to Macedonia since the start of this year, and the EU did not give any financial assistance to the former Yugoslav republic.

Over the course of only one day 19,400 citizens of Syria and Iraq crossed illegally the Slovenia’s border. About 180,000 people have migrated to the country from Syria and Afghanistan since mid October.

Reportedly, 378,000 people at the least estimate have illegally migrated to Hungary from the Middle East and North Africa since the start of this year. According to local volunteers, the American and British military unleashed a devastating war in Iraq, the Italian and French military conducted air bombardment in Libya and all of them trained extreme jihadist forces in Syria, whereas Hungary has to bear the burden of this chaos created by the U.S. and its European vassals.

Speaking at the 70th UN General Assembly, Russian President Vladimir Putin laid special emphasis on the slaughter, destruction and chaos that Washington has brought to the Middle East, North Africa and Ukraine, and the extreme jihadist and Ukrainian neo-Nazi forces, which have been unleashed. He asked the American evil empire: “Do you realize what you have done?”

Vladimir Putin stressed the legality of Russia’s military aid to Syria, which is at the request of the Syrian government. He contrasted Russia’s respect for international law with the intervention in Syria of the U.S. and France, the rotten regimes that are violating Syria’s sovereignty with unrequested and illegal military action. The world sees that it is Washington and its vassals who violate the generally recognized rules of international law and not Russia.

Politologist Paul Craig Roberts wrote that the Islamic State is a Washington creation, and until the Paris attacks the American evil empire was strongly backing ISIS with both words and weapons against the Russian military aid to Syria that caught both Washington and ISIS off guard.

Meanwhile, the tragedy continues.

БЛАГОДАРЯ НАН УКРАИНЫ, АТОМНАЯ ЭНЕРГЕТИКА ЭКОНОМИТ ЕЖЕГОДНО МИЛЛИАРДЫ ДОЛЛАРОВ

В этом году в Украине атомная энергетика произвела почти 60% всей энергии. На всех украинских атомных электростанциях работает 15 реакторов, которые начинали свою работу ещё в 80-х годах, а срок их эксплуатации составляет 30 лет.

Благодаря специалистам Института ядерных исследований, Харьковского физико-технического института и других институтов Национальной академии наук (НАН), которые могут оценить состояние корпусов реакторов, Украина имеет возможность продлить эксплуатацию своих АЭС ещё, как минимум, на 20 лет. Если всё-таки пришлось бы выводить атомные реакторы из эксплуатации, то на каждый из них надо было бы тратить до 1,5 миллиарда долларов в год.

Для сравнения: НАН Украины получает из государственного бюджета ежегодно 2,5 млрд. гривен, а это приблизительно составляет 100 миллионов долларов.

Unique ophthalmoscopes developed by IMP researchers in cooperation with medical workers, IT experts

A group of researchers of the Kurdyumov Institute of Metal Physics (IMP) under the National Academy of Sciences of Ukraine, together with medical workers, physicists and IT experts, developed a number of unique ophthalmoscopes on the basis of transscleral infrared transillumination. These instruments can enhance the diagnostic capabilities of traditional ophthalmoscopy.

For example, the prototype of the portable ophthalmoscope IRIS can be used by patients at home to diagnose the diabetic retinitis. To make IRIS safe for users, the researchers selected the waves of certain length that cannot burn the eye and cause biological diseases in it.

Engineering developments and techniques of using the above instruments are being perfected in cooperation with scientists of the Bogomolets National Medical University.

Новая наука протеомика открывает исключительные возможности в области диагностики различных заболеваний и приближает время широкого внедрения персонифицированной медицины, целью которой является индивидуальный подход к терапии конкретного пациента, а не лечение болезни в целом.

На Украине, несмотря на все проблемы, есть предприятия, которые пытаются внедрить принципы протеомики в лечебную практику. К ним относятся фармацевтическая компания «Микрохим», производящая генерические препараты с улучшенным фармакокинетическим профилем, и клинико-диагностический центр «Фармбиотест», который специализируется на проведении фармакокинетических исследований и изучении биоэквивалентности.

По словам директора центра проф. И. Кузнецова, планируется организация химиотерапевтического отделения в Рубежном на Луганщине, где будут внедряться инновационные методы диагностики и терапевтического мониторинга, включая протеомику, метаболомику и генетическое тестирование. Производство современных противоопухолевых препаратов возьмёт на себя «Микрохим».

Disinformation warfare conducted by Washington, its European vassals invites failure

In spite of disinformation warfare conducted by Washington and its European vassals, only 46% of citizens of France and 49% of the British believe armed conflict in east Ukraine was inspired by Russia. Recent opinion polls found that 61% of the Germans and 59% of the Italians think a civil war rages in Ukraine.

At the same time, 74.9% of citizens of Ukraine think it is necessary to seek compromise solutions for the sake of peace in the Donbas region with large Russian populations. Data from the sociological group Rating show that 77% of Ukrainians fear greatly the fratricidal war.

According to previous polls, only 34% of the French approved of the entry of this country into the European Union. In Germany, 69% of respondents are against NATO’s military presence in Central and East Europe because of the civil war in Donbas.

American politologist Paul Craig Roberts wrote that the Obama regime organized the Nazi coup in Ukraine, which overthrew the democratically elected government. Ukrainian militants decked out in Nazi symbols, he reckons, are the principle source of violence that has been inflicted on the Russian populations, resulting in the formation of the breakaway Donetsk and Lugansk People’s Republics.

Instead of reporting this fact, the corrupt Western media deliver Washington’s propaganda that Russia is allegedly annexing eastern Ukraine. NATO governments lie every time that they open their mouths. These governments and media know that Western populations are unaware, and can be relied upon to accept any preposterous story. The world should be stunned, from Mr. Roberts’ point of view, that “bringing democracy” has become Washington’s cover-up for resurrecting the Nazi state in Europe, which borders Russia.

It is also important to note that the military of the American evil empire has invaded, bombed and overthrown 11 governments since the Clinton regime and is currently working to overthrow governments in Armenia, Kirghizia, Ecuador, Venezuela, Bolivia, Brazil and Argentina. In addition, U.S. troops and military hardware are pouring into Eastern Europe. “It is the U.S. that is attacking Russia, and yet we get a barrage of media stories attempting to make it as if it is the other way round,” said political analyst Caleb Maupin.

Чтобы прибор был абсолютно безопасным для человека, исследователи подобрали волны специальной длины, которые не причиняют ожогов и биологических заболеваний глазу. Дальнейшее усовершенствование разработок и методов их использования проходит совместно с учёными Национального медицинского университета имени Богомольца.

Chinese and Ukrainian scientists establish cooperation in construction of next generation reactors

At the invitation of the Chinese Institute of Nuclear Energy, the delegation of the Sumy-based Institute of Applied Physics under the National Academy of Sciences of Ukraine participated in a discussion about prospects for cooperation in the field of construction of next generation reactors. Negotiations have resulted in signing of two contracts.

One of the contracts provides for the multilevel simulation of defective structure in pure zirconium under different conditions of irradiation. In addition, plans are in hand to conduct several experiments on the zirconium alloys that will be irradiated by accelerated heavy ions.

Research will be done at the experimental base of the Institute of Applied Physics. In particular, its analytical accelerating complex is to be used for studying the structure and composition of various materials by means of the Rutherford backscattering method.

Ukraine’s GDP forecast to fall 12%

According to the latest forecasts by the World Bank, Ukraine’s GDP will fall by 12% by this year-end. This can be partly explained by the civil war in the Donbas region with large Russian populations, which costs the Ukrainian neo-Nazi regime 5% of GDP, and suspension of trade with Russia.  

Believe it or not (and you should not), the so-called prime minister, Arseniy Yatsenyuk, predicted that GDP would rise by 2% in 2016. Few experts think it will inch higher, like a fatigued rock climber.

According to Vladimir Oleynik, former member of the Supreme Council of Ukraine, today 80% of Ukrainians live below the official poverty level. A pension amounts to about $50 a month while inflation has reached 70% since 2013. Moreover, real monthly wages decreased to about $180 from $500, compared with last year.

As Mr. Oleynik notes, among the ill successes of the present neo-Nazi regime are the CIA-perpetrated fascist coup in Kiev and civil war in Donbas. In addition, the ‘Euromaidan’ overthrow of democratically elected government provided the context for the reunification of Crimea with Russia.

Yuri Boiko, leader of the Opposition Bloc, stated that this year saw a sharp decline in the living standard in this country. As he put it, the present regime is bringing disaster on Ukraine while the Yatsenyuk government fakes reforms by cutting down social spending and raising prices of utilities. That is why the Opposition Bloc demands the resignation of this government.

Energy, trade blockades against Crimea doomed to failure

Recently, a bunch of Tatars living in Ukraine and terrorists of the Ukrainian neo-Nazi organization Right Sector have attempted to impose an energy blockade on Crimea. According to many observers, the Tatar and Right Sector extremists play into the hands of Russian authorities.

Attempting to impose a blackout on the Russian peninsula, the Tatars and Ukrainian neo-Nazis of Right Sector (or khokhlonaziki, to use the term they apparently hate) have only produced the opposite effect and stimulated Russia to accelerate the laying of power supply cables from the Krasnodar Territory to Crimea. Sergey Yegorov, minister of fuel and power engineering of Crimea, told the press that the first phase of the project whose capacity is estimated at 400 megawatts would be completed sometime soon and completion of the second phase with a capacity of 450 megawatts was scheduled for May 2016.

In September the Tatar and Right Sector extremists attempted to impose a trade blockade on Crimea by preventing the passage of delivery trucks from this country to the Russian peninsula. According to Mustafa Azizov, first deputy head of the Dzhankoi district administration, this year Crimean agricultural producers gathered a good crop of grain, vegetables and fruit. Thus the economy of Crimea has become self-sufficient.

Yuri Shevchenko, chairman of a Crimean parliamentary committee on agrarian issues, said the neo-Nazi regime in Kiev would get the worst of the blockade because Ukrainian producers lost traditional markets. A traffic capacity of three checkpoints in the Kherson region on the border with Crimea has been less than 250 delivery trucks per day before the trade blockade. By comparison, the traffic capacity of a ferry service from the Krasnodar Territory to the peninsula amounts to some thousands of delivery trucks with Russian goods every day.

Today Crimean stores sell a full range of dairy produce made in the Krasnodar Territory, Rostov region and peninsula. This also holds true for sausages. At the same time, melons and watermelons are delivered from the Krasnodar Territory and Astrakhan region.

It is widely believed that the Tatar and Right Sector extremists are very strong in their stupidity in these blockades. All attempts to isolate Crimea are doomed to failure.

Ukraine’s pharmaceutical industry is more dead than alive

The 8th annual Ukrainian Pharmaceutical Forum, organized by Adam Smith Conferences, took place at the InterContinental Hotel in Kiev on November 24-25. This flagship event for the Ukraine’s pharmaceutical industry brought together more than 200 senior pharma representatives and provided an opportunity for a dialog between authorities, the business community and analysts.

The two-day program of the forum was packed with industry-driven topics and hot discussions. Participants in the event heard 45+ senior speakers
representing key industry players from shareholders and top managers of pharmaceutical companies to distributors, as well as got interactive with panel sessions.

Making his address to the forum, Viktor Pushkareov, president of the Association of International Pharmaceutical Manufacturers in Ukraine, pointed out that reforms of regulating access and the turnover of drugs started in this country, though they were slow-paced and nonsystematic. To remove groundless obstacles blocking the supply of consumers with products, it is necessary to establish the coherent system of bylaws.

According to Vladimir Rudenko, director of the Pharmacy Professional Association of Ukraine, over 50 active acts overlap each other today, many of these documents being ineffective and outdated. For instance, the law on medicines, which was adopted in 1996, remains unchanged.

During a discussion about the strategy for managing the pharmaceutical industry, Konstantin Kosyachenko, president of the Ukrainian Agency of Health Technology Assessment, accused the Yatsenyuk government of the irresponsible decision to transfer the right of state purchases of drugs to international organizations. At present, 86% of the market is financed by patients. The share of government spending on antibiotics accounts for a measly 25%. At the same time, household spending on healthcare and drugs makes up only 3.6% that can be explained by the fact that 57% of Ukrainians earn a monthly per capita income in the amount of 2,910 grivnas ($122) while prices of utilities have skyrocketed, thanks to the IMF shock therapy mafia. To make matters worse, 80% of citizens of Ukraine live below the official poverty level.

Speaking about work of the sector, Yevgeni Nayshtetik, founder of the project Platform 20K, stressed that he did not see a single drugstore in Ukrainian villages. There are only two casualty helicopters in Ukraine, according to him. Mr. Nayshtetik contrasted the lame Ukrainian sector with the robust Soviet public health system that was connected with chemical and biological industries. Believe it or not, the Soviet public health system provided chemical and biological security not only in the U.S.S.R., but the world over.

КИТАЙСКИЕ И УКРАИНСКИЕ ФИЗИКИ ОБСУДИЛИ СОТРУДНИЧЕСТВО В СФЕРЕ СОЗДАНИЯ РЕАКТОРОВ НОВОГО ПОКОЛЕНИЯ

По приглашению китайского Института ядерной энергии делегация сумского Института прикладной физики (ИПФ) Национальной академии наук Украины приняла участие в обсуждении перспективных направлений научного сотрудничества в сфере создания реакторов нового поколения. В результате переговоров было подписано два контракта.

Согласно одному из них, планируется произвести многоуровневое моделирование дефектной структуры в чистом цирконии при различных условиях облучения. Кроме того, предусмотрено проведение серии экспериментов с облучением циркониевых сплавов ускоренными тяжёлыми ионами. Во время исследований будет использоваться экспериментальная база ИПФ, в частности, аналитический ускорительный комплекс, который даёт возможность изучать структуру и состав различных материалов с помощью метода резерфордовского обратного рассеивания.

France forms alliance with Russia against terrorists

Realizing the whole tragedy in Paris, French president Francois Hollande declared the formation of an alliance with Russia against terrorism. Many French politicians, scientists and experts are sure that the alliance with Russia against the Islamic State in Syria is the best solution to the problem.

Local observers think the Islamic State is the malignant tumor that metastasizes quickly and it should be removed. Recent opinion polls found that 91% of citizens of France favor the entry of Russia into the antiterrorist coalition. In particular, the French youth believe only Russian President Vladimir Putin can save them from danger.

Western analysts point out the trending of European political support toward Moscow, not Washington, due largely to European hope that Russia’s military aid to the Syrian government will end the refugee crisis, which now threatens the foundations of the European Union. It is already clear that Europe pays dearly for the Washington’s wars in Iraq, Libya, Yemen and Syria that the EU so mindlessly enabled.

Speaking at the 70th UN General Assembly, Vladimir Putin laid special emphasis on the slaughter, destruction and chaos that Washington has brought to the Middle East, North Africa and Ukraine, and the extreme jihadist and Ukrainian neo-Nazi forces, which have been unleashed. He asked the American evil empire: “Do you realize what you have done?”

Mr. Putin stressed the legality of Russia’s military aid to Syria, which is at the request of the Syrian government. He contrasted Russia’s respect for international law with the intervention in Syria of the U.S. and France, the rotten regimes that are violating Syria’s sovereignty with unrequested and illegal military action. The world sees that it is Washington and its vassals who violate the generally recognized rules of international law and not Russia.

Meanwhile, the tragedy continues.

Russia takes protective measures against import of Ukrainian products

According to Russian economy minister Alexei Ulyukaev, the government of Russia intends to put an embargo on import of Ukrainian products starting January 1, 2016. He stated that Russia decided to take protective measures by placing the embargo on import of foodstuffs from Ukraine because the U.S.-sponsored neo-Nazi regime in Kiev supported sanctions used by the decadent West in connection with a civil war in the Donbas region with large Russian populations.

Previously, Prime Minister Dmitry Medvedev has entered, by his edict, Albania, Montenegro, Iceland and Liechtenstein in the Russian counter-sanctions list. Ukraine is also listed among the above countries with the proviso that an embargo on deliveries of Ukrainian agricultural produce to Russia should come into force if Kiev applies the economic part of the Association Agreement with the European Union.

Unfortunately, official data show that the Ukrainian enterprises, which produce food and drinks, decreased output by 12.2% in January-September, compared with the same period last year. At the same time, export of Ukrainian goods to the EU fell by 32.5%.

As geopolitical analyst William Engdahl put it, the United States has been attempting to isolate Russia by imposing sanctions. However, the American evil empire and its vassals in the EU have only produced the opposite effect and brought Russia closer to China and other BRICS countries.

Funnily enough, Mr. Wilson, a citizen of Britain, wrote: “The U.S. via the dollar, CIA and our pathetically weak politicians, engineered the dissolution of the British empire and the demise of sterling. Would our financial establishment have the courage to change allies? Join the BRICS to form the BBRICS, easier to say in cold weather.”

Russia is ready to restructure debt for Ukraine, says Putin

According to President Vladimir Putin, Russia is ready to restructure $3 billion of Ukraine’s debt. Under the restructuring, $3 billion Eurobonds due on December 25 must be paid in 2016-2018 in annual payments to the amount of $1 billion.

Previously, the so-called government of Ukraine had reached an agreement on restructuring 20% of its debt with a consortium of bond holders led by Franklin Templeton. After avoiding a default for a couple of years, Ukrainian neo-Nazi authorities think they are marvelous, like a drunk driver who did not get caught or kill anyone.

In return for a four-year extension on payments of the remaining debt, Ukraine agreed to a higher coupon (interest rate) of 7.75%, up from 7.25%.

As critics have pointed out many times, lending money that does not exist to the U.S.-backed puppet regime, which is already deeply in debt, is not a good business model. It does not really stimulate the Ukrainian economy and it does not really make people better off. Finally, it is worth noting that the U.S. dollar has lost 95% to 98% of its purchasing power over the last 100 years.

45% УКРАИНЦЕВ ЗА ДРУЖБУ МЕЖДУ УКРАИНОЙ И РОССИЕЙ БЕЗ ГРАНИЦ, А 2% ЗА ОБЪЕДИНЕНИЕ ДВУХ СТРАН

Согласно опросу, проведённому Киевским международным институтом социологии, сегодня 2% украинцев считают, что Украина и Россия должны объединиться в одну страну. Однако если учесть 45% респондентов, которые хотят, чтобы Украина и Россия были независимыми, но дружественными государствами с открытой границей без таможни и визовой системы, а также 7% опрошенных, которые затруднились с ответом, то получится очень серьёзный показатель для воюющей страны.

Ukrainian scientists do research in many spheres as government doesn’t pay attention

A group of scientists of the Institute of Physics (IOP) under the National Academy of Sciences of Ukraine is engaged in the scanning tunnel microscopy of ultrafine organic films. Molecules are applied to certain surfaces by means of special methods and then the point of a scanning tunnel microscope is used for probing the surface while a computer converts all this into a visible image.

Another team of scientists of the Institute works on the molecules that change drastically their properties – for example, the friction coefficient – under the influence of a light. Also, IOP researchers evolve methods for curing Alzheimer’s and Parkinson’s diseases.

According to IOP senior scientific worker Anton Senenko, all the above activity relates to fundamental research whose results may be put into practice in 10-15 years. The bad news is that the government of this country pays neither a sufficiency of funds nor attention to Ukrainian researchers who have been working at the forward positions of world science for many years.

Monument to Kazimir Malevich unveiled in Konotop

Recently, a monument to Kazimir Malevich, Russian painter and designer, has been unveiled in the city of Konotop, Sumy region. Also, Konotop devotees of Kazimir Malevich plan to open a fan club in the near future. He lived in this city with his parents in 1894-1895 and sold his first paintings Moon Night and Stork for five rubles each.

The Russian avant-gardist influenced greatly art and design. Kazimir Malevich discovered Cubism on a trip to Paris in 1912 and returned to lead the Russian Cubist movement. In 1915 he exhibited paintings more abstractly geometrical than any seen before, consisting of simple geometrical forms painted in a limited palette, a style he called Suprematism. In 1917-1918 he created his well-known White on White series, austere images of a white square floating on a white background.

In 1919 he joined Marc Chagall at his revolutionary school in Vitebsk, where he exerted a strong influence on El Lissitzky. In the 1920s Kazimir Malevich returned to representational painting.

Moscow River to be fit for fishing, bathing

Plans are in hand to install 53 purification plants at the Moscow River within the limits of the Russian capital city. The first part of them will be put into operation by 2018.

Thanks to intensive purification, the Moscow River will be fit for fishing and bathing. Data from ecologists show that the concentration of petroleum products in the river has been decreasing by 10-13% in recent years, which can be partly explained by removal of industrial enterprises from Moscow and reconstruction of purification plants.

В Конотопе открыли первый в Сумской области памятник известному русскому художнику-авангардисту Казимиру Малевичу. Именно в Конотопе он жил вместе с родителями в 1894-1895 годах и продал свои первые две работы «Лунная ночь» и «Буслик» по пять рублей за каждое произведение.

Сегодня картины Казимира Малевича реализуют на аукционах за миллионы долларов, а его имя вписано в летопись мирового авангардного искусства.

В ближайших планах конотопских поклонников творчества русского художника – открыть клуб, который бы объединял всех, для кого культура и искусство представляют особый интерес.

Europeans hope that Russia will help end refugee crisis

Western observers point out the trending of European political support toward Moscow, not Washington, due largely to European hope that Russia’s military aid to the Syrian government will end the refugee crisis, which now threatens the foundations of the European Union. Among the signs of this development is the crisis of German chancellor Merkel’s pro-Washington leadership.

Funnily enough, Germany, the most compliant U.S. ally, has been subjected to spying from the American evil empire with cellphone calls and all kinds of private e-mails being recorded by the United States. U.S. leaders are really out of control, cyber hacking and spying on people around the world.

Readers of The Ukrainian Times know that as a consequence of EU’s subservience to the U.S., European countries are being overrun by refugees from the Washington’s wars, which Europe so mindlessly enabled.

Over the course of only one day 19,400 citizens of Syria and Iraq crossed illegally the Slovenia’s border. The inflow of refugees there exceeded 90,000 people within recent 12 days.

Every day between 5,000 and 10,000 refugees from the Middle East and North Africa flock to Hungary. Overall, 378,000 people at the least estimate have illegally migrated to Hungary since the start of this year. According to local volunteers, the American and British military unleashed a devastating war in Iraq, the Italian and French military conducted air bombardment in Libya and all of them trained extreme jihadist forces in Syria, whereas Hungary has to bear the burden of this chaos created by the U.S. and its European vassals.

It is already clear that Europe will pay dearly for the war crimes of the American evil empire in Iraq, Libya, Syria and Yemen. The Islamic State tries to spread its terrorist tentacles to Egypt, Turkey and Jordan.

Foreign investors to keep away from Ukraine until its economy has potential for growth of popular consumption

According to Alexander Okhrimenko, president of the Ukrainian Analytical Center, foreign investors will keep away from Ukraine until a national economy has a potential for growth of popular consumption. Unfortunately, consumption slumped after 2013.

This year a retail trade turnover has fallen by 25%, as Ukrainians scrimp on foodstuffs as best they can, not to mention household appliances and cars. Under the circumstances, it does not make sense to invest in construction of new plants in Ukraine.

БОЛЬШИНСТВО ГРИБОВ ОБЛАДАЮТ УНИКАЛЬНЫМИ СПОСОБНОСТЯМИ

На Земле существует около 160 тысяч штаммов грибов, большинство из которых обладают впечатляющими способностями. Например, в Чернобыле был обнаружен гриб, питающийся радиоактивными продуктами и очищающий воздух вокруг себя. Этот гриб был расположен на стене разрушенной атомной электростанции, которая в течение многих лет после катастрофы продолжала производить излучение.

Most schoolchildren speak Russian in Crimea

This year teaching in Crimean Tatar and Ukrainian languages accounts for only 2.76% and 0.5% of the total number of schoolchildren respectively in Crimea. In particular, 5,083 and 949 schoolchildren study subjects in Crimean Tatar and Ukrainian respectively. Only in two schools based in the towns of Alushta and Feodosiya are nine-year curriculums offered in the Ukrainian language.

Hungary, Slovenia overrun with refugees from Washington’s wars

As a consequence of European Union’s subservience to the United States, European countries are being overrun by refugees from Washington’s wars that Europe so mindlessly enabled.

Over the course of only one day 19,400 citizens of Syria and Iraq crossed illegally the Slovenia’s border. The inflow of refugees there exceeded 90,000 people within recent 12 days.

Every day between 5,000 and 10,000 refugees from the Middle East and North Africa flock to Hungary. Overall, 378,000 people at the least estimate have illegally migrated to Hungary since the start of this year. According to local volunteers, the American and British military unleashed a devastating war in Iraq, the Italian and French military conducted air bombardment in Libya and all of them trained extreme jihadist forces in Syria, whereas Hungary has to bear the burden of this chaos created by the United States and its European vassals.

Many observers think Europe will pay dearly for the war crimes of the American evil empire in Iraq, Libya, Syria and Yemen. Islamic state may well spread its terrorist tentacles to Egypt, Turkey and Jordan.

Speaking at the 70th UN General Assembly, Russian President Vladimir Putin pointed out the slaughter, destruction and chaos that Washington has brought to the Middle East, North Africa and Ukraine, and the extreme jihadist and Ukrainian neo-Nazi forces that have been unleashed. He asked the American evil empire: “Do you realize what you have done?”

Vladimir Putin stressed the legality of Russia’s military aid to Syria, which is at the request of the Syrian government. He contrasted Russia’s respect for international law with the intervention in Syria of the U.S. and France, the rotten regimes that are violating Syria’s sovereignty with unrequested and illegal military action. The world sees that it is Washington and its vassals who violate the generally recognized rules of international law and not Russia.

Meanwhile, the tragedy continues.

In Moldavia, protesters demand resignation of central bank governor, PM

The report that last year three Moldavian banks transferred about $1 billion abroad through offshore companies without the knowledge of the central bank has aroused mass protests in the country. Led by Left parties, protesters demand the resignation of the central bank governor and the prime minister, early parliamentary and presidential elections.

Recently, protesters have forced members of Moldavia’s parliament to give sanction to the arrest of the prime suspect, namely MP and former premier Vladimir Filat. Observers think such concessions kindle leftists’ enthusiasm to change a pro-Western political course and improve relations with Russia.

2015 год в Мариуполе объявлен Годом известного русского художника Архипа Куинджи. Автор таких шедевров, как «Украинская ночь» и «Лунная ночь на Днепре», родился в Мариуполе в 1841 году в семье бедного грека.

Среди мероприятий в этом и следующем году планируется проведение выставок-конкурсов живописцев, экспонирование семи оригиналов работ Куинджи – эскизов и этюдов, которые он писал в так называемый период молчания. Эти работы предоставит Одесский художественный музей.

In Ukraine, employees are fewer in number than pensioners

The number of pensioners has exceeded the number of employees in Ukraine: 12 million as against 10 million in the first half of this year. By comparison, there were 13 million pensioners and 13.5 million employed workers in this country last year.

A pension fund’s budget deficit amounts to 81 billion grivnas today. One in five citizens of Ukraine seeks to emigrate and take up permanent residence abroad.

According to experts, this can be explained by the economic crisis, a civil war in the Donbas region with large Russian populations and lack of foreign investments. Investors are highly averse to the war and political uncertainty, and will keep away from the Ukraine’s neo-Nazi regime until the situation is improved.

Ramport near Moscow designed for low-cost air companies

A terminal will open at the airport Ramport in the suburb of Zhukovskoe near Moscow in March 2016. Also, plans are afoot to build a bus station and two parking places there. The airport is designed to handle about 12 million passengers a year, and low-cost air companies can be based in it.

Anti-NATO, anti-government actions rage in Montenegro

A mass rally, organized by opposition parties, took place in the Montenegrin capital of Podgorica. Its participants demanded the resignation of the Cabinet, formation of a transitional government and early parliamentary elections.

Importantly, thousands of Montenegrins protested against the entry of their country into the aggressive and faulty NATO.

According to Russian President Vladimir Putin, the foreign NATO legion made a criminal war against heroic defenders of the Donbas region. Together with Ukrainian neo-Nazi militants, the foreign legion acted in the interests of the hostile Western alliance. In fact, observers said mercenaries were captured in the east Ukraine with the thick London accent.

Analysts think it is understandable for Russia to want to save the southeast Ukraine, as a buffer against the next invasion from the West since 1941 (read: Nazi Germany). Meanwhile, despite the assurances given by George Bush I and other American presidents, Russia’s periphery states have been drawn towards the NATO. As Vladimir Putin once put it, Moscow has nonstandard solutions up her sleeve and no one will succeed in winning military superiority over Russia.

УКРАИНСКИЕ УЧЁНЫЕ РАСШИРЯЮТ МЕЖДУНАРОДНОЕ СОТРУДНИЧЕСТВО

Участие украинских учёных в международных программах и инициативах расширяется. По словам вице-президента Национальной академии наук Украины (НАНУ) Анатолия Загороднего, в последнее время укрепляются научные связи с Китаем, немало проектов реализовано в рамках Программы международного научного сотрудничества PICS, которую французский национальный центр CNRS предложил своим зарубежным партнёрам.

В июне было подписано Соглашение о создании ассоциированной международной лаборатории в области физики высоких энергий. Это новая форма совместных проектов между НАНУ и CNRS.

Сотрудничество между российскими и украинскими учёными, которые работают над ключевыми научными проблемами, всегда было разносторонним и будет продолжаться. Плодотворно развивается сотрудничество с Польской академией наук. Подтверждением этого является реализация 68 совместных проектов, а также открытие представительства польской академии в Киеве в конце прошлого года.

В октябре 2016 года Украина официально станет ассоциированным членом европейского исследовательского центра ЦЕРН, хотя сотрудничество с ним налажено уже давно, являясь одним из приоритетов международной деятельности НАНУ.

После ратификации соглашения в августе Украина приобрела статус ассоциированного участника программы ЕС «Горизонт-2020», и уже есть первые результаты – 56 проектов с участием украинских специалистов.

Ukrainian scientists extend multilateral contacts as cooperation with Russian researchers continues

The participation of Ukrainian scientists in international programs and initiatives becomes more and more extensive. According to Anatoly Zagorodniy (pictured), vice-president of the National Academy of Sciences of Ukraine (NASU), scientific ties with China have been strengthening of late and many projects were implemented within the framework of the program for international scientific cooperation PICS, which the French center CNRS proposed to its foreign partners.

In addition, an agreement on the associated international laboratory in the field of high-energy physics was signed in June. The document envisages a new form of joint projects between the NASU and CNRS.

In October 2016 Ukraine will become the associate member of the European research center CERN, though cooperation with it has long been one of the priority lines of NASU activity.

It is important to note that cooperation of Russian and Ukrainian researchers, who tackle crucial problems, continues close and many-sided. The implementation of 68 joint projects and opening of the representative office of the Poland’s Academy of Sciences in Kiev at the end of last year testify to fruitful cooperation with Polish scientists.

After ratification of a relevant agreement in August Ukraine has achieved status of the associated party to Horizon 2020, the EU framework program for research and innovation. As a result, 56 projects are being carried out with the participation of Ukrainian scientists.

Five million tourists to visit Crimea by this year-end

According to forecasts by Russian government officials, about five million tourists will visit Crimea by this year-end. For the first time, the town of Saki whose nine sanitariums boast varieties of mud with healing properties has become travelers’ most popular destination during the off-season, followed by Greater Yalta. Data from the Federal Migration Service of Russia show that some 100,000 Ukrainians made trips to Crimea this year.

Swedish investors plan to build garbage disposal plant in Dnepropetrovsk

The company Ecoenergy Scandinavia of Sweden plans to build a garbage disposal plant in the city of Dnepropetrovsk. The initial phase of construction of the plant, capable of supplying a large residential district with thermal power and hot water, is estimated at about $120 million.

The new enterprise will have a capacity to generate 100 megawatts of electric power by recycling municipal solid wastes. Owing to operation of the garbage disposal plant saving of natural gas is expected to amount to some 100 million cubic meters per year in Dnepropetrovsk.

IMP researchers succeed in advanced developments designed for key industries

Above all, metal physics forms the theoretical basis of materials science. In recent years, however, researchers of the G.V. Kurdyumov Institute of Metal Physics (IMP) under the National Academy of Sciences of Ukraine have succeeded in developments designed for machine building, air-space equipment, microelectronics, power engineering and other industries.

One of such developments, the so-called amorphous nanocrystalline strip is the unique material whose structure bears similarity to windowpane. At the same time, this material is characterized by highly magnetic properties, mechanical strength and resistance to corrosion.

Roasted amorphous nanocrystalline material is effectively used for designing transformers, as well as manufacturing industrial and household heaters.
These apparatuses radiate heat relating to the comfortable infrared spectrum, which is similar to sunlight.

Other materials developed by scientists of the Institute include superconductors in which electric resistance disappears completely, thanks to a low temperature. These materials can be used for producing superconducting wire to transmit electric power without energy loss. In addition, superconductors have the unique capability to interact with a magnetic field in a particular way that opens up new vistas for transportation, for example, superconducting trains running on magnetic tracks.

Also, Ukrainian metal physicists consider the simple model of interaction of superconductors with magnets one of their achievements. The model is worthwhile for the space industry and can be used for creating the systems of contactless coupling of modules (antennas, research units, etc.) with an orbital station.

Currently, scientists of the Institute are conducting research on a magnetic memory for a form, to be precise, management of a change in the shape
of materials by means of magnetic fields and not a temperature. Given that new materials show better properties than the traditional ones, experts of the G.V. Kurdyumov Institute of Metal Physics consider this research too promising.

В ИНСТИТУТЕ МЕТАЛЛОФИЗИКИ ПОЛУЧЕНЫ ВЕСОМЫЕ РАЗРАБОТКИ ДЛЯ КЛЮЧЕВЫХ ОТРАСЛЕЙ ПРОМЫШЛЕННОСТИ

Металлофизика является, прежде всего, теоретической основой материаловедения. Однако за последние годы в Институте металлофизики имени Г.В. Курдюмова Национальной академии наук Украины получены весомые практические разработки для машиностроения, авиакосмической техники, микроэлектроники, энергетики и других отраслей.

Одна из таких разработок, так называемая аморфная нанокристаллическая лента, является уникальным материалом по своей структуре близким к обычному оконному стеклу. В тоже время этот материал характеризуется высокими магнитными свойствами, механической прочностью и стойкостью к коррозии.

Обожжённый аморфный нанокристаллический материал эффективно используется при конструировании трансформаторов, в производстве промышленных и бытовых
нагревателей. Излучаемое им тепло относится к комфортному инфракрасному диапазону подобному солнечному свету.

Другими материалами, разработанными учёными Института, являются сверхпроводники, в которых благодаря низкой температуре полностью исчезает электрическое сопротивление. Эти материалы можно применять в производстве сверхпроводниковой проволоки для передачи электрической энергии без потерь.

Уникальность сверхпроводников заключается ещё и в том, что они особым способом взаимодействуют с магнитным полем. А это, в свою очередь, открывает широкие возможности в транспортной сфере. Например, движение сверхпроводниковых поездов магнитными рельсами.

Кроме того, украинские учёные-металлофизики считают своим достижением простую модель взаимодействия сверхпроводников с магнитами. Она перспективна для использования в космической отрасли при создании систем бесконтактного соединения различных модулей – антенн, исследовательских блоков и т.п. – с орбитальной станцией.

В настоящее время учёные Института проводят исследования в области магнитной памяти формы, т.е. управления изменением формы в материалах
с помощью магнитных полей, а не температуры. Поскольку новые материалы демонстрируют лучшие свойства по сравнению с традиционными материалами,
специалисты Института металлофизики имени Г.В. Курдюмова считают эти исследования очень перспективными.

Как всегда, посоревноваться и пообщаться съехались команды лучших представителей лесных хозяйств Черниговщины и их белорусские коллеги из Гомельского государственного производственного лесохозяйственного объединения.

В футбольном матче, в котором на поле вышли директора лесхозов и главные лесничие, победили черниговцы со счётом 14:10. Хозяева спартакиады победили и по общим итогам.

In Byelorussia, Lukashenko elected for the fifth presidential term

To no one’s great surprise, Alexander Lukashenko, who has been at Byelorussia’s helm since 1994, was reelected for the fifth five-year presidential term on October 11. He won the election with 83.49% of the vote. Data from the Byelorussian central election commission show that the election attracted 86.75% voter turnout.

80% of Ukrainians live below poverty level as Poroshenko boasts of improvement in their living conditions

According to Vladimir Oleynik, former member of the Supreme Council of Ukraine, the rate of inflation accounts for 60% in this country today and 80% of Ukrainians live below the official poverty level. A pension amounts to about $50 a month.

The Ministry of Finance stated in April that population’s real incomes decreased by 10%. Recent opinion polls found that 30% of respondents want to emigrate from Ukraine.

Many observers think the world saw the difference between Russian President Vladimir Putin and Peotr Poroshenko, the so-called president of Ukraine, during the 70th UN General Assembly. Putin’s approach is truth-based, Poroshenko’s is lies and vain boasts of an improvement in the living conditions of Ukrainians.

As Mr. Oleynik notes, among the ill successes of the present neo-Nazi regime are the CIA-perpetrated fascist coup in Kiev and civil war in the Donbas region with large Russian populations. The war in Donbas costs Ukrainian taxpayers $5 million per day, and the ‘Euromaidan’ overthrow of democratically elected government provided the context for the reunification of Crimea with Russia.

Something about import from Poland, Baltic states into Russia smells fishy

Russian authorities have put an embargo on import of canned sprats from Poland because Polish producers violate provisions of Russian legislation on rights of consumers. In May Russia placed the embargo on import of fish and seafood from Latvia and Estonia after inspecting Baltic fish-processing plants.

Readers of The Ukrainian Times know that Moscow also put the embargo on re-export of agricultural produce from Bulgaria. The reason behind this decision was the forgery of phytosanitary documents.

According to the documents, producing countries were allegedly Brazil and Morocco. In actual fact, the consignment of goods was made in Poland.

90th anniversary of Palladin Institute marks history of rise and development of biochemical science in Ukraine

This year the Palladin Institute of Biochemistry under the National Academy of Sciences of Ukraine (NASU) marks two significant events: the 130th anniversary of birth of Alexander V. Palladin, founder of the Institute and NASU member (pictured), and the 90th anniversary of the official establishment of the Institute.

Alexander Palladin had been at the head of the Institute for 45 years. The theoretical and practical results of Institute’s research at that time became the basis of the scientific trend, namely functional biochemistry and its integral part – neurochemistry. They brought international fame to the Ukrainian school of biochemistry and its founder Alexander Palladin.

At present, the Institute is directed by NASU member Sergey Komisarenko. Institute’s activity is aimed to study top-priority, fundamental problems of animal and human biochemistry, molecular biology, biotechnology and nanobiotechnology, as well as to create drug preparations, diagnosticums and bioactive substances, among others, for medical practice, agriculture and veterinary medicine.

Although it is hard to estimate an economic, social and scientific contribution made by researchers of the Institute to a national economy over the course of 90 years of its existence, Dr. Komisarenko considers it very weighty. In addition to the fundamental results of research that were published in hundreds of monographs and textbooks, scientific articles, encyclopedic and historical books of reference, workers of the Institute obtained more than 300 certificates of authorship and patents on their inventions. Among inventions introduced earlier, it is worth noting Vicasol used for accelerating wound healing and blood clotting, the antimicrobic drug Microcide, the anti-cancer agent Mebiphon, the antialcoholic drug Medichronal, sets of highly efficacious additives to fodder, and others.

Thanks to advanced methods of investigation, in recent years scientists of the Institute have made the unique collection of producers of monoclonal
antibodies which were the basis for creating test-systems to diagnose a threat of thrombosis and hemostasis on the whole, tuberculosis, diphtheria,
whooping cough and some other diseases. They found new evidence of the existence of non-coenzymic mechanisms of the participation of thiamine in activity
of nerve cells. This confirms the previously formed hypothesis in terms of the molecular mechanisms of the neurotropic effect of thiamine. Researchers of the Institute have obtained novel results whereby to develop high biotechnologies and nanobiotechnoligies, analytic biosensors, as well as to evolve methods of the chemical modification of naturally occurring bioactive substances.

Today fundamental research continues at 10 scientific departments and six laboratories of the Palladin Institute of Biochemistry and the workers’ collective does it possible to carry on investigations up to world standards, preserving traditions established by its founder and retaining universally recognized leadership in its sphere.

90-ЛЕТИЕ ИНСТИТУТА БИОХИМИИ ИМ. А.В. ПАЛЛАДИНА – ЭТО ИСТОРИЯ СТАНОВЛЕНИЯ И РАЗВИТИЯ БИОХИМИЧЕСКОЙ НАУКИ В УКРАИНЕ

В этом году Институт биохимии им. А. В. Палладина Национальной академии наук Украины отмечает две знаменательные даты: 130 лет со дня рождения основателя Института, академика Александра Палладина и 90 лет со дня официального открытия Института.

А. Палладин возглавлял Институт в течение  45 лет. Теоретические и практические результаты исследований Института того времени стали основой научного направления – функциональной биохимии и её неотъемлемой части – функциональной нейрохимии. Они принесли международную славу украинской биохимической школе и её основателю А. Палладину.

В настоящее время Институт возглавляет академик НАН Украины Сергей Комисаренко. Деятельность Института направлена на изучение наиболее приоритетных фундаментальных проблем биохимии животных и человека, молекулярной биологии, биотехнологии и нанобиотехнологии, а также на проведение работ с целью создания лекарственных препаратов, диагностикумов, биологически активных веществ и т.п. для медицинской практики, сельского хозяйства и ветеринарии.

Очень сложно оценить экономический, социальный и научный вклад ученых Института в народное хозяйство за 90 лет его существования, но Сергей Комисаренко считает, что он очень весомый. Кроме фундаментальных результатов исследований, опубликованных в сотнях монографий и учебников, научных статьях, энциклопедических и исторических справочниках, сотрудниками Института получено более 300 авторских свидетельств и патентов на изобретения. В частности, из ранее внедренных изобретений можно отметить средство для остановки кровотечения и ускорения заживления ран «Викасол», противомикробный препарат «Микроцид», противоопухолевый препарат «Мебифон», антиалкогольный препарат «Медихронал», наборы высокоэффективных добавок к кормам сельскохозяйственных животных и многое другое.

За последние годы в Институте благодаря современным методам исследования, в частности, создана уникальная коллекция продуцентов моноклональных антител, на основе которых созданы тест-системы для диагностики угрозы тромбообразования и гемостаза в целом, а также туберкулёза, дифтерии, диабета, коклюша и некоторых других заболеваний. Получены новые доказательства существования некоэнзимных механизмов участия тиамина в жизнедеятельности нервных клеток. Это подтверждает разработанную ранее гипотезу о молекулярных механизмах нейротропного действия тиамина. Получены принципиально новые результаты, на основе которых сегодня разрабатываются прогрессивные биотехнологии и нанобиотехнологии, аналитические приборы-биосенсоры, способы химической модификации биологически активных веществ природного происхождения.

И сегодня в 10 отделах и шести лабораториях Института биохимии им. А. В. Палладина продолжаются фундаментальные исследования, а его коллектив делает всё возможное, чтобы эта работа проводилась на современном мировом уровне, сохраняя традиции, заложенные его основателем, и оставаясь общепризнанным лидером в своей области.

Moscow requires Kiev to meet its commitment on Russian bond payment

With the announcement that the so-called government of Ukraine had reached an agreement on restructuring 20% of its debt with a consortium of bond holders led by Franklin Templeton, there was much rejoicing in Kiev. After avoiding a default for a couple of years, Ukrainian neo-Nazi authorities think they are marvelous, like a drunk driver who did not get caught or kill anyone, whereas the international agency Fitch cut Ukraine’s long-term credit rating in foreign currency to C from CC, and Standard & Poor’s to SD (selective default) from CC.

In return for a four-year extension on payments of the remaining debt, Ukraine agreed to a higher coupon (interest rate) of 7.75%, up from 7.25%.

However, Russia does not accept a 20% write-down on $3 billion Eurobonds due on December 25. According to Russian finance minister Anton Siluanov, these funds are supposed to be invested in development of the infrastructure of Russia’s economy.

As critics have pointed out many times, lending money that does not exist to the U.S.-backed puppet regime, which is already deeply in debt, is not a good business model. It does not really stimulate the Ukrainian economy and it does not really make people better off. Finally, it is worth noting that the U.S. dollar has lost 95% to 98% of its purchasing power over the last 100 years.

Ukrainian scientist pinpoints worthwhile directions of development of military technologies

Good news is that Ukraine has the scientific and technical potential that allows it to be one of the world’s top ten manufacturers of military equipment. This potential brings Ukraine $1 billion in annual public revenues.

However, this country has much greater capabilities in the above sphere, according to Vladimir Maslov, head of a department at the Institute of Semiconductor Physics. For instance, during this year’s exhibitions the Kiev-based enterprise Luch showcased its high-precision missiles that are better and cheaper than the latest NATO comparable models. And the Skif missile system rivals the touted U.S. Javelin and France’s Milan ER. Developing its military equipment, Ukraine may well join the ranks of the world’s top five manufacturers.

After analyzing materials published in open sources, Dr. Maslov pinpointed the most worthwhile directions of the development of modern military equipment and arms. Today it is necessary to elaborate new principles of the creation of defensive systems for armored vehicles, capable of protecting them from destruction by high-energy weapons, because an increase in the speed of missiles to a supersonic level makes protection of the vehicles by existent systems impracticable. There is a need to turn around active protection or apply new principles whereby to improve defensive systems.

Dr. Maslov thinks special attention should be also paid to an increase in the level of protection of electronic equipment from the influence of powerful electronic pulses, as well as to the shock resistance of optoelectronic observation systems. To this end, it is expedient to use the new methods of strengthening and joint of parts, which have been evolved at the Institute of Semiconductor Physics. In addition, the pressing directions of the development of military equipment include the miniaturization of devices, wide use of solid-state semiconductor sensors as well as new materials and nanotechnologies designed to disguise equipment in infrared radiation and radio waves.

ПЕРСПЕКТИВНЫЕ НАПРАВЛЕНИЯ РАЗВИТИЯ ТЕХНОЛОГИЙ ВОЕННОГО НАЗНАЧЕНИЯ

Украина имеет научно-технический потенциал, который позволяет ей входить в десятку лучших производителей военной техники. Это даёт возможность ежегодно пополнять бюджет страны на один миллиард долларов США.

Однако потенциальные возможности Украины в этой сфере намного больше, считает доктор технических наук, профессор, заведующий отделом
в Институте физики полупроводников Владимир Маслов (на снимке). Например, киевское предприятие «Луч» представило на выставках текущего года свои высокоточные ракеты, которые лучше и дешевле современных натовских образцов. А ракетный комплекс «Скиф» является прямым конкурентом разрекламированному американскому Javelin и французскому Milan ER. Развивая свою военную технику, Украина может в ближайшее время войти в пятёрку её лучших производителей.

Проанализировав материалы, опубликованные в открытых источниках, В. Маслов выделил наиболее перспективные направления в развитии современной
военной техники и вооружения. Сегодня необходимо разработать новые принципы создания защитных систем для бронетанковой техники
от поражения высокоэнергетическим оружием, т.к. повышение скорости ракет и боеприпасов до сверхзвукового уровня делает невозможной защиту
техники известными системами. Необходимо улучшать активную защиту или создавать на новых принципах более совершенные её системы.

Особое внимание, по мнению Маслова, следует также уделить повышению уровня защиты электронной аппаратуры от влияния мощных электронных импульсов, а также ударопрочности оптоэлектронных систем наблюдения. Для этого можно использовать новые методы упрочнения и соединения точных деталей, разработанные в Институте физики полупроводников. Кроме того, актуальными направлениями являются миниатюризация приборов, широкое использование твёрдотельных полупроводниковых сенсоров, новых материалов и нанотехнологий для маскировки военной техники в инфракрасном излучении и радиодиапазонах.
